HomeMy WebLinkAbout29. 15-511NOVEMBER 24, 2015 15-511 RESOLUTION (CARRIED___7-0____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID TO PTS CONTRACTORS FOR CONTRACT NO. 15-09 AVIATION BUSINESS PARK ($2,872,645.18) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction of an Aviation Business Park; and WHEREAS, upon the opening and tabulation of bids it appears that the following is the most advantageous bid: PTS Contractors 4075 Eaton Road Green Bay, WI 54311-9340 TOTAL BID $2,872,645.18 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said partial base bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 504-1040-7216-00000 TID #26 Aviation Business Park – Land Improvements O O.IHKOfH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: November 18, 2015 RE: Res 15-511 Award Bid to PTS Contractors for Contract No.15-09 Aviation Business Park ($2,872,645.18) BACKGROUND The City has designed and bid out the infrastructure and grading for the Aviation Business Park. The City has obtained a$2,000,000 grant from the Economic Development Administration (EDA) to help fund these improvements with the help of many partners. The City obtained permits for the project in 2015 and recently received permission from the EDA to bid the project out. The City received 11 bids for the project and PTS Contractors Inc. was found to be the low bidder. ANALYSIS The City obtained permits from the WisDNR for project elements that include street, sanitary sewer, water main and hydrants, stormwater and detention pond, sidewalk and trail, streetlights and landscaping. As the attached bid tabulation indicates, PTS Contractors Inc, was the low bidder. Project elements that the City will award separately are the private natural gas and electric lines. Staff will bring that item to the Council in the next month or so. Construction is planned to start in December and should be completed in 2016. EDA must still authorize the City to award the bid, and staff is hoping EDA provides that authorization prior to the City Council meeting. If authorization is not received, staff will pull this item from the agenda for action at a subsequent Council meeting. FISCAL IMPACT The City's share of the funding will be paid by TID #26, which has already borrowed the City's share of the funding for the project. The total project is under budget, and staff will attempt to expand the scope of the EDA-funded project to include the water main loop that will connect to the Aviation Business Park. The water main loop is included in the draft 2016 Capital Improvement Program.
