INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
SOUTHLAND AVENUE
Remove Therefrom: No Parking, north side, from 1,065 feet east of
Westfield Street to Eagle Street from 7:30 a.m. to 4:30 p.m. on school
days.
Add Thereto: No parking, north side, from 813 feet east of Westfield Street
to Eagle Street from 7:30 a.m. to 4:30 p.m. on school days.
CHURCH AVENUE
Remove Therefrom: No parking, south side, from Division Street to 124
feet west, Monday through Friday
Add Thereto: No parking, south side, from Division Street to 124 feet
west.

Remove Therefrom: 1-hour parking, north side, from 110 feet east of Ohio
Street to 41 feet west of Ohio Street.
Add Thereto: 1-hour parking, north side, from 110 feet east of Ohio Street
to 70 feet west of Ohio Street.

SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #15-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on December 8,
2015. The ordinance changes parking regulations on Southland Avenue, Church

Avenue, 7 Avenue, and Minnesota Street.

RE: Ordinance 15-508 Approve parking restrictions on Southland Avenue, Church
Avenue, 7t" Avenue, and Minnesota Street.
BACKGROUND
Three of these ordinances involve cleaning up the Municipal Code to match actual signage and
conditions. The fourth ordinance extends a Monday through Friday parking restriction to include
weekends.
ANALYSIS
Southland Avenue — This parking restriction was requested by West High School. When a
loading zone was created on the north side of Southland Avenue in 2012, it created an
unintended 252 foot gap between the loading zone and no parking zone. The school requested
that this be cleaned up in the code and signed.
Church Avenue — This parking restriction is currently in place Monday thru Friday. The Police
Department requested this restriction be extended to Saturday as well. The Police Department
put up temporary no parking signs every Saturday morning during the Farmers Market. This is
cumbersome to do 21 weeks a year. The restriction is necessary because the line of sight is
restricted due to the angled intersection with Division Street. The Police Department has
discussed this with Mr. Leatherman from the Farmers Market and he has no issues with this
parking restriction.
7tn Avenue - This item involves cleaning up the Municipal Code so the code matches the actual
signage and conditions. There is a fire hydrant and driveway where the additional 29 feet of
parking is being removed.
Minnesota Street — This area is already signed as 2 hour parking but it is not in the Municipal
Code. We are requesting to add it to the code.
FISCAL IMPACT
The only fiscal impact of these ordinances is the cost of signage which would come out of the Sign
Department's operating budget.
RECOMMENDATION
I recommend the Common Council approve these ordinances to be added to Section 27A-11 which
regulates parking on designated streets and alleys.
