A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 8-49 (C)
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO DIRECT SELLERS OR
SOLICITORS LICENSE FEE.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 8-49 (C) of the Oshkosh Municipal Code pertaining to
direct sellers or solicitors license fee is hereby amended to increase said license fee to
Eighty Dollars ($80.00).
SECTION 2. This ordinance shall be in full force and effective January 1, 2016
after the date of passage and publication.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #15-507 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 8-49 (C) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
DIRECT SELLERS OR SOLICITORS LICENSE FEE) on November 24, 2015. The
ordinance increases the license fee for direct sellers or solicitors in the City of Oshkosh to
$80.00.

BACKGROUND
Direct Sellers / solicitors are individuals that go door to door to sell their goods. The fee for
this license currently stands at $40.00. In reviewing this license fee, the Police Chief and I
realize the need for an increase to cover the cost of labor along with supplies Staff of the
Clerk's Office process the application, then a background check is completed by the
Police Department. Once the individual passes the background check, the Clerk's Office
issues a photo ID license with clip. Individuals going door to door are instructed to have
their license clipped so it is visible for the residents of the City. This fee has not been
increased since 2003.
ANALYSIS
Staff has reviewed the cost of processing licenses and compared license fees charged
by other municipalities. As a result of this review, staff is recommending a revised amount
of $80.00. The Clerk's Office works with the Police Department to issue these licenses
and the increase in fees is warranted to cover labor and supply costs.
FISCAL IMPACT
The fees will generate an estimate of $840.00 in additional revenue.
RECOMMENATION
We recommend that the direct seller / solicitors license fee of $80.00 be approved and
implemented effective January 1, 2016. Please direct any questions on this matter to City
