HomeMy WebLinkAbout14. 15-496NOVEMBER 24, 2015 15-496 RESOLUTION (CARRIED__7-0_____LOST_______LAID OVER_______WITHDRAWN______) PURPOSE: APPROVE AUTHORIZING SUBMITTAL OF ENVIRONMENTAL PROTECTION AGENCY BROWNFIELDS ASSESSMENT GRANT FOR PETROLEUM AND HAZARDOUS SUBSTANCE GRANT TO BE USED IN DESIGNATED REDEVELOPMENT AREAS AND SCATTERED SITES THROUGHOUT THE COMMUNITY INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Environmental Protection Agency (EPA) has funds available in the form of grants for brownfields revitalization; and WHEREAS, the City of Oshkosh desires to apply for Petroleum and Hazardous Substance Assessment Grants to be used in designated redevelopment areas and at scattered sites throughout the community. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to submit a grant proposal to the Environmental Protection Agency to obtain funds for said purpose. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to execute any and all documents and assurances which may be required by the Environmental Protection Agency. BE IT FURTHER RESOLVED that if said grant funds are awarded, the proper City officials are hereby authorized and directed to accept said funds, pursuant to the terms of the grant applications, and to execute any and all documents necessary for purposes of same. � 01HKOlH oN Tne warEx TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: November 18, 2015 RE: Approve Submittal of EPA Brownfields Assessment Grant for Petroleum And Hazardous Substance Grant to be Used in Designated Redevelopment Areas and on Scattered Sites BACKGROUND/ANALYSIS The Environmental Protection Agency (EPA) is accepting applications for Brownfields Assessment Grants. City staff would like to apply for a Community Wide Assessment grant to address properties contaminated with petroleum or hazardous substances. A "community-wide" application is proposed so that the funds can be used to assess multiple properties either within designated redevelopment areas or on scattered sites as potential acquisitions/redevelopment sites come forward. The City has previously received and administered Assessment grants in the past, with the latest grant expiring in 2012. These funds have become more competitive as more communities are dealing with challenges addressing environmentally impacted properties. These funds have been used to assess properties in the Fox River Corridor for riverwalk improvements, the Central Garage expansion project, and to work through the DNR's submittal requirements for the VPLE and COC for parcels in the Marion Road Redevelopment Area. Grant funds cannot be used for administrative costs or past costs on brownfields sites. FISCAL IMPACT None anticipated. If awarded, the maximum grant amount is $400,000 -- $200,000 for properties contaminated with petroleum and $200,000 for hazardous substances. RECOMMENDATION The City Council approves submittal of the grant application to the EPA. Approved '�������� City Manager
