Urben, General Services Manager DATE: November 17, 2015 RE: Bid for Chemicals for Water Filtration/Wastewater Treatment Plants- 2016 BACKGROUND This is the annual bid for operational treatment chemicals for the year 2016. The chemicals are for the Water Filtration Plant (WFP) and the Wastewater Treatment Plant (WWTP). ANALYSIS Working in conjunction with Water Filtration and Wastewater staff, Purchasing reviewed and prepared proposals seeking vendors for these chemicals. Bids were received on October 22, 2015. After comparing vendor unit prices based on projected consumption, Purchasing and Water Filtration/Wastewater Treatment Plant staff determined the low bids for total annual estimated costs on the attached bid tabs met the minimum bid specifications. FISCAL IMPACT Based on the low bids, the estimated 2016 fiscal impact of these chemicals multiplied against their estimated quantity with their associated operating budget accounts to be charged and recommended vendor award is as follows: Chemical 2015 Est. As the figures above show there were some noteworthy bid price changes for various chemicals including liquid aluminum sulfate, sodium hydroxide, liquid ferric chloride and liquid polyelectrolyte. Taking into account the 2016 bid prices and barring any major changes in quantity usage we may realize an estimated 4.8% reduction in water chemical costs for the coming year. RECOMMENDATION Purchasing recommends the Council award the chemical bids to vendors as indicated above and on the attached bid tabs.
