The Common Cauncil of the City of Oshkosh hereby declares its intention to exercise its power und.er Section 66.60 of the Wis- consin Statutes ta levy sgecial assessments upon pr�perty within the �cllowing d�scribe3 ar�as for henefi.�s cc�nferred upon surh �rot�e.r.ty by improv�ment o� the following named street: ORr.GON STF2EET from W. 24th Avenue to Waukau Avenue 2. Said i.mprovements shall consist of concrete paving as des- cribed above and appurtenant work with concrete curb and gutter on both sides of the street at a grade he�etofore established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer ser�ice pipes to be so laid in saici streets from the main to the curb line of each lot fronting on the said streets and to keep an accurate account of the expense in- curred in front of each lot and report the same to the Comptroll�r who shall cause th� amount charged to each lot to be entered on the tax roll as a special tax against said road, provided, however, tha.t the 3oard of Public Works shall not cause such laterals to be so laid foY any particular lot or parcel where, in the opinion of the IIoard of Public ttiorks, it would be imprac�ical to do so. 4. The total amaunt assessed against such district shall not exceed tne totaZ cost of the improvements and the amount assessed against a.ny p�rcel sha�2 not be greater t2-ian �he ben�tits accruec� tnere4o �rom said improvements. 5. The assessments against any parcel may be paid according to the provisions of Section 25�83 thru 25--89 of the Oshkosh Municipal Ccde. 6. The Board ot Public G��orks is directed to prepare a report consisting of: a. Final plans and specifications for said improvements. b. Ar estimate o.f the entire cost of the improvements and laterals. c. Ar. estimate as to each paxcel of property within the assess- ment district of: (1) The assessment of benefits to be levied f or eacn improvement. (2} The dam�.ges to be awarded for property taken or d�maqes by each a.n�provement . , 20 - � CONCRETE PAVINC - Cont'd. (3) The net amount of damages over benefits or of benefits over damages for each improvement. Upon completion of such report, the Board of Public Plorks is directed to file a copy thereaf in the City Clerk's office for public ir:spectian. 7. The Board af Publzc Works and the proper City officials shall do a11 thinas necessary so as ta complete the installation o£ storn sew�r in s�id street prior to the improvements thereof. 9. The installation of said street irnprovements shall be accomplished according to the provisins of Section 25-3 thru 25-11 of the Oshkosh Municipal Code. 10. �Upon receiving the report o� the Board of Public Works, the Ci�y Clerk is directed to gzve notice of a ptzblic hearing on such report as specified in Section 66.60 {?) of the Wisconsin Statutes.
