The Cornmon Council of the City of Oshkosh hereby declares z�s �ntention to exercise its power under Section 66.60 of the Wis- con�in Statutes to levy special assessments upon property within the f��?lo<<ring described azeas for benefits conferred upon such property by ir..�rovement or the foliowing �ar,ed st��et: j�:�STFIELD STREET from Oshkosh Avenue to Taft Avenue 2. Said improvements shall cansist of concrete paving as des- cribed above and appurtenant work with concrete curb and gutter on both sides of the stree� at a grade heretofore established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be so laid in said streets from the main to the curb line of each lot fronting on tne said street� and to keep an accurate account of the expense in- curred in front of each lot and report the same to the Comptroller who s:all cause the amount charged to each lot to be entered on the tax r��l as a special tax against said road, provided, however, that the Board of Public Woxks shall not cause such laterals to be so laid for any particular lo-t or parcel wheref in the opinion of the Boar.d o£ Public ��:orks, it would be impractical to do so. �. The total amount assessed against such district shail not exceed the total cost of the improvements and the amount assessed agaz::st any �a_rce? shall not be areater than the benefi.ts acc�ued t%��re�o fror,� said impro��emer.ts. � S. The assessments against �ny parcel may be paid according to t�?e provisians of Section 25-83 thru 25-89 of the Oshkosh Municipal Code. 6. The Board of Public 4�lorks is directed to prepare a report consisting of: a. Fina1 pla�s and specificati�ns for said improvements. b. An estimate of tne entire cost of the improvements and laterals. . c. An estimate as to eacn pdreel of property within the assess- rlent disLric�t of : (1) Tne assessment of benefits to b� levied tor each improvem�nt. (2} Tile damages to be awarded for pzopezty taken or damages by each i��rovemer.t, _ 28 _ i. - CONCRETE PAVING - Cont'd. (3) The n�t amount of damages over benefits or of benefits over damages for. each improvement. Upon completion of such report, the Board of Public Works is directed to file a copy thereof in the City Clerk's office for public ir.spection . 7. The wisconsin Public Service Corporation of Oshkosh, Wis- �o:-:sin, is hereby required to install gas mains i.cs said streets and �e_vice laterals at such int�rvals as the Board o� Public Work.s shall � irect; said wark t� be completed pri�r to t�h� i!r�grc�vem:�n.� ��' s� �.c� ��-_��s. T: � C�c�j Ciez�r. ar:a.11 torward a certifiecl capy of this resolution to said corporation forthwit}�. 8. The Board of Public Works and the proper City officials sha11 do a11 things necessary so as to complete the installation of sLar:a sewer in said street prior to the improvements thereof. 9. The installation of said street improvem�nts sha11 be �ccomplished according to th� provisins of Section 25-3 thru 25-11 of tne Oshkosh riunicipal Code. 10. Upon receiving the report of �he Board a� Public W�rks, the City Clerk is directed to give notice af a public hearing on such re�ort as specified in Section 66.60 (7) of the Wisconsin Statutes.
