HomeMy WebLinkAbout28108A / 76 City Manager ApplicationsThe City Attorney has issued an opinion that Section 64.09(5)
of the Wisconsin Statutes requires the public disclosure of applications
for the office of City Manager. This public disclosure will place
in jeopardy the jobs and livelihood of those individuals who have
seen fit to submit their applications to serve this City as City
Manager.
This City Council, in an attempt to receive the best
qualified candidates for the position of City Manager, received
resumes pursuant to an advertisement in the ICMA Journal. It was
the intent of this Council, upon receipt of said resumes, to honor
the right•of privacy of individuals submitting same and to that
extent a letter guaranteeing confidentiality was sent to all people
who submitted inquiries or resumes. However, as a result of a
demand by certain individuals of this community, the City Manager
was required to request an opinion from the City Attorney, which
opinion stated that the law of the State of Wisconsin does not
have the same concern for the right of individual privacy as does
this Council.
I will therefore recommend and will support a proposition
that all resumes received by the City as of this date shall be
offered returned to the individuals who submitted same under the
belief of confidentiality and nonewill be considered an application
unless the individuals wish to resubmit their applications or
request the City in writing to consider his application.

Motion made by Council Member Singstock and seconded by
Council Member Teichmiller that all resumes made by applicants
for the position of City Manager received by the City as of this
date shall be offered returned to the individual who submitted
same under the belief of confidentiality and none will be considereci
an applicant unless the individuals wish to resubmit their applicatian
and request the City, in writing, ta consider his applicationm
