Per my 4/13-76 inspection of your "City Bookmobile" I would like to make
the following recommendations regarding same.
Although your unit doesn't look bad from a distance, close inspection
reveals that main body understructure members and uprights are rusted
out, and/or are in advanced stages of dry rot. I use the term dry rot
because the crossmembers, uprights and roof crossbows are made of wood.
This condition is easily detected at compartment door openings, inside
exterior compartments and is also evident on some exterior trim mouldings.
(Reference - loose screws that hold mouldings do not hold because wood
uprights are rotted).
The exterior sheet metal work is in better than average shape for a unit
twelve years old. Main problem areas are the lower skirt sections, fenders,
doors and rubrails. These items could be patched up and given a new coat
of paint but this would only be a temporary stop-gap and rust would reappear
within a year.
All of the exterior body compartments are in bad shape. These compartments
are constructed of wood and steel and they are literally falling apart due
to rust and rot.
Other major problem items include the rear generator platform, generator,
air conditioner/heater, hydraulic steps, and the chassis itself.
In order to,make any repairs that are consistent with good practice you
have to have a starting point, and that is the main body frame. As the
existing frame is deteriorated, it would be necessary to replace it. This
would involve taking off all the exterior sheet metal, sides, end, roof and
subfloor. The body would then have to be lifted off of the present chassis,
and at this point (assuming it holds together) all the wood crossmembers
and uprights, etc. would be replaced with steel members. With a new frame-
work in place, new exterior compartments of all steel construction could be
installed. New fenders, rubrails and skin would also be installed. New body
insulation would be installed also.
As you can imagine this procedure would be very time consuming; much like
tearing of the exterior sheeting, studs, ceiling and floor joista of a house

while trying to keep the interior invtact.

The rear platform and generator set should also be replaced along with the
air conditioning unit. A new generator cover would also be required. Other
items in need of repair or replacement include:
Hydraulic cylinders for entrance steps
New brackets and mounting for above.
New batteries for chassis.
In summing up, the only useable equipment that would remain is the body
interior, the front cab area, and the chassis.
While we cannot give you a firm price to do this work, we would estimate
it to fall between $40,000.00 to $50,000.00. The unit would have to be
out of service for 120 to 180 days for this work to be completed. Any
warranties would only apply to equipment we install, such as generator,
air conditioning, etc.
