BE IT RESOLVED by the Common Counc�.I. af t.ri� City of Oshkosh
as follows :

its power under Section 66.60 of the Wisconsin 5tatute� to ievy speci�l.
assessments upon property within the followi.ng described area for hene-�
fits conferred upon such progert�r by improv�ng the f.o�lok�ing namec�
alley:
ALLEY Iocated east of �owex� �treet, between Utter and
Ceape Avenues
2. Said public improvement shall include the grac�i_ng of the
above named alley to the grade hereafter established hy special
ordinance ot the City of Oshkosh, and the s�rfacing af said al.ley with
gravel and a dust preventative.
3. Before such improvements are znade, the Board of Public Works
is directed to cause water and sewer service pipes to be laid in said
stree�s from the mains to the curb lir�e of each lot fronting o2i the
said streets and to keep an accurate account of the expense incurrec�
i� front of each lot and report sam? to the Comptroller who shall
cause the amount charged to each lot to be ent�red on the tax roll as
a special tax against said road, providec�, however, that the Board of
Pi:blic Works shall not cause such laterals to be so laid for any
�articular lot, or parcel where, in ±he e�nin;_nr. �.f. the Boar� �f P���1ic
�•�orks, it would be impractical to do so.
4. The total amaunt assessed ag�inst such distz�ict sha�.l not
exceed the total cost of the improvements and the amount assessed
against any parcel shall not be greater than the benef.its accrued
tnereto from said impr�vements.
5. The assessments against any parcel may be paid according to
th� provisions of Section 25-83 thru 25-89 of the Oshkosh Municipal
Code.
6. The Board c�f Public Works is directed to prepare a report
consis�ing of:

for each improvem.ent�
(2) The damages to be awarded far pro�erty
taken or damages by each zmiprovement�
(3) Th� net amount of benefi,'�.s aver �i�mages ar
of damages over benefits for each improvEment.
Upon comgletion of such repart� the Boaru of Public Works is
directed to file a copy thereof in the Ci.ty G]_�zk's of�iG� for publ.:ic
inspection.
7. Upon rece�.ving �h� report of th� �oa�:d of Pub�ic Wc�rk�, the
City C1erk is directed to gi.ve no�ice of a pu�lic �iearing an such
reports as specified in Sectian 66e60 (7) of the Trlisconsin Statutes.
The hearing shall be held by the Baard of Public Wbrks at the Counci,l
Cna-nbers in the City Hall at a time set by tr,e �lerk in accordance
with Section 66.60 (7) of th� Wis�on�i� Statutes�.
8. The Wisconsin Public Service Corporation of Oshkosh, Wisconsin,
is hereby requirsd to install gas mains in said street and service
laterals at such intervals as the Board oi Public Works shal.l directr
said work to be completed prior to the improvement of �he said s•tre�t�
the City Clerk shall forward a cex_-tif.�ed copy of �his re�aiu�.ion to
said corporation forthwith.
9. The Board af Public Works an.d the proper City officials shall
do all things necessary so as to complete the installatian af storm
sewers in said street prior to the imgrovements thereof, if necessary.
10. The ir�stallatiori of said street improv�ments sha�l be
accomplished according to the provisions �f Section 25�3 thru 25-].�

REPOAT OF CONSTRUCTION
Pursuant to an ordinance duly adopted by the Common Council
on June 17, 1976, and August 19, 1976, ordering and directing
the following described work to be done by the City without
submitting same for bids and requiring a report of the cost of
such work as provided by Section 62.15(14), the following report
includes grading, laying of base material and dust preventative
for the foilowing streets:
