PURPOSE: DESIGNATE BICYCLE LANES ON TAFT AVENUE BETWEEN
NORTH KOELLER STREET AND NORTH SAWYER STREET

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
10.1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE LANES
DESIGNATED.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-10.1 of the Oshkosh Municipal Code pertaining to
bicycle lanes designated is hereby amended as follows:
A-10.1 BICYCLE LANES DESIGNATED
The following designated bicycle lanes shall be in effect year round:
Add Thereto:
TAFT AVENUE
Taft Avenue, both sides, from north Koeller Street to north Sawyer Street.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #15-478 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-10.1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING
BICYCLE LANES DESIGNATED) on November 10, 2015. The ordinance designates
bicycle lanes on Taft Avenue between North Koeller Street and North Sawyer Street.

R�: Ordinance 15-469 Approves bicycle lanes on Taft Avenue.
BACKGROUND
This ordinance designates bicycle lanes on both sides of Taft Avenue, from North Koeller Street
to North Sawyer Street. This request comes from the Bicycle and Pedestrian Committee. The
I�raftic Review Advisory Board recommends approval (5-0).
ANALYSTS
The I3icycle and Pedestria�i Advisory Committee is working to implement the IIicycle and
Pedestrian Circulation Plan, which was adopted by the I'lan Coinmission on Au�. 16, 2011 and
approved by the City Council on Sept. 27, 2011. The committee identified this as a priority
connection. These bike lanes are included in the Council adopted plan. This facility will connect
N. Koeller Street to the bik� lanes on N. Sawyer Street. The faeility will continue on Taft
Avenue east of N. Sawyer Street with signs and sharrows to Campbell Road. The sign and
sharrow route will then continue south oi1 N. Campbell Road to the Senior Center which
connects to the South Shore River Walk. Taft Avenue is 48 f�et wide, which allows for 2-8 foot
parl<ing lanes, 2-1 1 foot driving lanes, and 2-5 foot bike lanes (as depicted below). The
impletnentation of these bike lanes would not require any parking removal.

FISCAL IMPACT
The fiscal impact of this ordinance is the cost of street painting and bicycle route signage. The
street paint would come out of the Sign Department operational budget and the signage would
come out of the Bike/Pedestrian CIP fund.
RECOMMENDATION
Section 27A-10.1 of the Municipal Code designates bicycle lanes. I recommend that the
Common Council approve this ordinance.
