PURPOSE: APPROVAL OF PARKING REGULATION CHANGES ON
DICKINSON AVENUE, COURT STREET AND THE ALLEY
ADJACENT TO THE OSHKOSH CONVENTION CENTER
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
DICKINSON AVENUE
Add Thereto: No parking, south side, from 133 feet east of Maricopa Drive
to 240 feet east of Maricopa Drive.
COURT STREET
Remove Therefrom: No parking, west side, from 260 feet south of Ceape
Avenue to Fox River.
Add Thereto: No parking, both sides, from Ceape Avenue to Fox River.
MISCELLANEUS
Remove Therefrom: No parking, east side of the alley adjacent to the
Oshkosh Convention Center from Ceape Avenue to 291 feet south. No
parking, west side of the alley adjacent to the Oshkosh Convention Center
from Ceape Avenue to 102 feet south. No parking, west side of the alley
adjacent to the Oshkosh Convention Center from 291 feet south of Ceape
Avenue to 491 feet southeasterly.
Add Thereto: No parking, no stopping, no standing, no waiting, in the
alley adjacent to the Oshkosh Convention Center from Ceape Avenue to
the Fox River.

SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #15-476 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on November
10, 2015. The ordinance changes parking regulations on Dickinson Avenue, Court
Street, and the alley adjacent to the Oshkosh Convention Center.

Street and in the alley aajacent to the Oshkosh Convention Center, and Ordinance
15-468 approves a yield right of way� intersection at Fairfaa Street and Rebecca
Run.
BACKGROUND
Tl�e first ordinance is to prohibit on street parking on Dickinson Avenue (south side, from 133
f�eet east of Maricopa Drive to 240 �feet east of Maricopa Drive), Court Street (no parking, west
side, from 260 feet of Ceape Ave. to Fox Rivcr), and in the alley next to the convention center
(no parking, stopping, standing, or waitin� in the alley adjacent to the convention center from
Ceape Ave. to Fox River). The second ordinance designates vehicles on Fairfax Street yield
right of way to vehicles on Rebecca Run. The Traffic Review Advisory Board (TRAB)
reviewed these ordinances and recommends approval of Ordina��ce 15-467 (5-0) and Ordinance
15-�68 (5-0).
ANALYSIS
Dickinson Aveniie - This parking restriction was requested by Pomp's Tire. Their loadin�; dock
is directly across from this area. Their sernis cannot get i_n and out of the docks safely when cars
are parked in this area. "�I�here is ample on street parking available in the area.
Court Street - This parking restriction is necessary as this section of road is heavily used for
pedestrian access to the Leacli Amphitheatrc and for ingress/egress to the Riverside parking lot.
Alley Adjacent to the Oshkosh Conventian Center - This cleans up outdated ordinances now
that the Riverside�parking lot is reconstructed. Z�he T'RAB felt that no parking, no stopping, no
standing, no waiting was the proper restriction to enact at this location. The reasoning for this
was so t�hat the alley would remain opeii as it now functions as the ingress to the parking lot and
convention center'� loadin� docks.

Fairfax Street and Rebecca Run — Numerous citizens called to request this be designated as a
yield intersection based on accident history. There was a crash with injuries on Sept. 14`h. The
city uses the following warrants as an initial screening tool far installing yield signs at an
intersection.
• Three or more right angle accidents in a 24-month period or five or more right angle accidents in
a 36-month period.
• 1500 or more vehicles per day
• Inadequate sight distance
There was one reported crash in 2015, two in 2013, and one in 2009. The recent crash was
caused by two drivers entering the intersection with neither slowing nor yielding. One of the
2013 crashes in May was caused by speed too fast for conditions and a failure to yield. The
second 2013 crash in December was due to a vehicle unsafely passing on the right in addition to
failure to yield. The crash in 2009 was caused by a failure to yield. The 3 accidents since 2013
over a 28 month period are close enough to warrant installation of yield signs. The TRAB
agreed that creating a yield controlled intersection would clarify exactly which vehicle has the
right of way and may improve safety at this intersection.
FISCAL IMPACT
The only fiscal impact of these ordinances is the cost of signage which would come out of the
Sign Department operating budget.
RECOMMENDATION
Section 27A-11 of the Municipal Code regulates on street parking and section 27A-10 designates
yield right of way intersections. I recommend that the Common Council approve these
ordinances.
