# 19 RESOLUTION
WHEREAS, the legislature of 1973 provided that the assessment
oi manufacturing property, both real and personal, would no longer
be assessed by local assessors but would rather be assessed by the
State Department of Revenue, and
��7HEREAS, since 1974, there has been an annual shifting of the
tax burden frorn manufacturing property to residential and commercial
property, and
WHEREAS, this shift has been largely caused by the equaliza�tion
system by the Wisconsin Department of Revenue which provides larger
adjustments to mercantile and residential prop�rties than it does to
r:�nufacturing properties in that this shift has created an imbalance
in the assessments for both residential and mercantile properties
as compared to that of manufacturing wi.th the result that residential
and mercantile properties are annually being forced to assume a
greater percentage of the tax burden,
NOW, THEREFORE, BE IT P.ESOLVED by th� Common Council of the
City of Oshkosh that the 6,7isconsin Department of Revenue is hereby
urged to review and revamp its equalization system so that this tax
s'zif-� which is creating undue pressure on residential and mercantile
��roperties, by eliminated and further that it be adjusted to correct
the shiit that has taken place over the years of 1974, 1975 arid 1976.
BE IT FURTHER RESOLVED that a ccpy of this resolution be
forwarded to the Governor of the State of Wisconsin, Secretary of
the �Tisconsin Department of Revenue, Alliance of Cities, and the
League c�f Wisconsin Municipalities.
