# 22 RESOLUTION
INITIAL RESOLUTION - STREET IMPROVEMENTS INCLUDING
SURF�ICING, PLANTING AND BEAUTIFICATION
BE IT RESOLVED by the Common Council of
as f011Ows:
the City o� Oshkosh
1. The Common Council of the City of Oshkosh hereby declares
its ir.tention to exercise i.ts power under Section 66�60 of the Wis-
consin Statutes to levy special assessments upan parope�ty within the
following described areas for benefits conferred ugon such property
by improvement of the following named areas:
CONL�IERCE STREET, from Pearl Avenue ta Algoma Boulevard
Ni.�RKET STREET, fram High Avenue to Algoma Boulevard
HIGH AVENUE - from Commerce Street to Market Street
WALKWAY WEST - East side of Soo Line Parking Lot, from
Algoma Boulevard to Church Av2nue, and
the alley north of Algoma Boulevard be-
tween Main Street and Soo Line Railroad
Lot.
2. Said improvements shall consist of street improvements

e;tablished �y special ordinance of the City of Oshkosh.
3. Before such improvements are made, the Board of Public 6Vorks
is directed to caus� water and sewer service pipes to be so laid in
said streets from the main to the curb line of each lot fronting on
the said streets and t� keep an accurate account of the expense
incurred in front of each lot and report the same to the Comptroller
who shall cause the amount charged to each lot to be entered on the
tax roll as a special tax against said road, provided, however, that
�h� Boar_d of_ Public Works shall not cause such laterals to be so .laid
�or any particular lot or parcel where, in the opinion of the Board of
Public t9arks, it would be impractical to do so.
4. The total amount assessed against such district shall not exceed
the total cost of the i.mprovements and the amount assessed against any
narcel shall not be greater than the �enefits accrued thereto from said
i�proE?e:nents .

5. The assessments aqainst any parcel may be paid accarding to
the provisions of Section 25-83 thru 25-89 of the Oshkosh Municipal
Code.
6. The Board of Public Works is directed to prepare a report
cansisting of:

Final plans and specifications for said improvements.
An estimate of the entire cost of the improvemen�s and
laterals.
An es�imate as to each parcel of praperty within the assess-
ment district of :

improvement.
(2) The damages ta be awarded for property
by each improvement.
(3) The ne� amount of damages over Iaenefits

Upon completion of such report, the Board af Public Works is
directed to file a copy thereo� in the City Clerk's office for public
inspection.
7. The jaisconsin Public Service Corporation of Oshkosh, Wisconsin,
is herPby required to install qas mains in saic� streets ar.d service 1at-
era.ls at such interval.s as the Board of Pi.hlic V�'orks shall direct; said
work to be comps_eted pri_or to the improvement of said streets. The City
Cle.rk shai.l forward a certified copy of this r_esolution to said corpor�tion
foYth�aith.
8, The Board of Public Wo.rks and the proper City officials shall. do
all things n�eessary so as to compl.ete the installation af storm sewer ii�
said str�e� prior to the improvements thereof.
9. The ir,stallation of said street improvements shal.l be accomplished
ucc:o�cii:ng co LIiE pr�visins af Sectior� �5-:S thru 25-�.1 of the Oshkosh
Municipal Code.
10. Upon receiving the report of the �3oard of Public Works, the City
Clerk i.s directed to give notice o£ a public hearing on such repor� as
specified in Section 66.60 (?) of the Wisconsin Statutes. The heazing
shall be held by the Board of Publ_ic Works in the Council Chambers in the
City Hall at a time set by the ClerY, in ar.cordance with Secta.on 66.60 (7)
of the Wisconsin Statutes.
