In response to the request by the Oshkosh Area School District
to reverse the traffic patterns around Merrill School th.e Traff ic
Rev�ew Committee has reviewed the request and forwards the following
recor.mendation: -
(1) P,everse the one-way directional flow on Keritucky
and Central Streets between Nevada Avenue and New
York Avenue. The effect of this change would be to
allow the pick-up.and discharge of children on -�he
East side of Kentucky Street and the West side of
Central Street. This would eliminate the necessity
of street crossings by many children and/or th.e
discharge of passengers into the lane of moving traff ic.
(2} Change of the parking restriction from the present
r'No parking, standing, or stopping" to "No Parking"
on the East side of Kentucky Street and the West
side _of Central Street. This would_allow__pulling __ __
up to pick up or drop off children.
(3) P,estrict parking on the West side of Kentucky and
the East side of Central Streets between the hours of
peak usage. It is suggested that no parking be
allowed 7:30 A.M. to 8:30 A.M, and 3:00 P.M, to
4:00 P.M. Due to the very narrow pavement width
on both Kentucky Street (24 feet) and Central_Street
C28 feet), it will be necessary to restrict parking
in order to maintain__one "clear"_lane for moving traffic.
C4) The Traffic Review Committee also recommends that
School District construct a circular drive off
Kentucky Street for the loading and unloading of
lhis would allow additional on-stree� area for
automobile pick-up/delivery of children.
