As you were inforared, the plans are not elfgible for approval under Section NR 1i0.05(4), Wiscansia Adm�.nistrative Code, due to the fact that wet weather bypassing tekes place in the Oshkosh collection systesn. It ie uncZear as ta whether dry weather bypaesing also takes place in the eystem. For our proper revis�a of the plans, the following inforsnatian rc�arding the correction of all bypassing should "be incorporated into resolution form and adopted by the Oshkosh City Council. A. Appropriate dates for: 1. Awar� af Contract for the Preparation of Detailed Plans and Spe�ifications for the coatrol o€ wet weather bypassing. Notification of this action to he suQplie� ta the DNR by the community. 2. Detailed Plans and Specifications Approval by the DNR. 3. Award of Contracts far Construction - Notification of this action to be supplied to the DNR by camn►unity. 4. Completion of work - Notification of this action to be supplied to the Dt�.t bp the community. B. The total e�timst�d expenditure should be indicated with a shaaing of financi�l stability. It will be necessary for the City to adhere ta the time Fchedule witn or without State and/or Federal iunds. Please be advised th�t t�e commitmenCs outlined in the resolution will not adversely effect the Citp's present Federal Grant Priority tiumber. Furthermore, the financial iadebtedness statement included i,n the resolution will in no waq affect th�.s priority number in th�t no credit is given to a coasaunity's capabilitq to fund a project an �.ts awn. in other worda, a co�nunfty's financi.al worth is not 8 criteria which is use� to determine funding eligibility. It will be necessary for this office to be contacted ia writing no later than November 18, 1976 regarding the request.
