Proposals shall be submitted on the sheets provided by the City of Oshkosh and proposals not submitted on these forms will be considered irregular and will not be read. 2. All prices shall be quoted, brought in and then picked up at the vendors establishment, with all applicable Federal Excise tases and Wisconsin Sales Taxes deducted. The City of Oshkosh is exempt from these taxes and will furnish proper exemption certificate, if requested by the successful bidder. 3. Bids will be considered only from fully equipped and well established firms regularly engaged in the laundering or dry cleaning business. 4. Bidders shall be of known reputation and shall have sufficient qualified personnel and equipment to insure that they can adequately and satisfactorily provide the service requested in these specifications. 5. The City would contractor for laundering and your privilege prefer to award the the lowest and best cleaning. However, to bid on either or whole contract to total bid for both we do not wish to both requirements. one restrict 6. Invoices shall be sent monthly to the Osnkosh Purchasing Division, P.O. Bid� must be addressed to Oshkosh Purchasing Division, Dep,�rtment of Administration, City Hall, Oshkosh, Wis- con:�in. Envelope shall show name of bidder, and must be -plainly marked in the lower left hand corner "Bid for Dry Cleaning/Laundering Requirements". 3. Bids must be on file in the office of the Purchasing Agent no later than 11:00 a.m., �.S.T., Thursday, No�r�mber '18, 1976. Any bids received after that hour and date will not be opened and_will be returned to the bidder unread. 4. Bi�.� will be publicly opened and read at the hour and date above stated. Award, if any, will be made as soon the.reafter as practical. 5. Alt�zough no certified check, cashier's check, or bid bond must accompany the proposal, if the bid is accepted, the bidder must execute and file the proper contract within ten (10) days after award by the Common Council and re- ceipt of the contract form for signature. Frueh City Manager PUBLISH: November 3rd & 10th, 1976 0 SPECIFICATIONS DRY CLEANING AND LAUNDERING REQUIREMENTS The Police Department will supply a list of policemen who are eligible for dry cleaning service and the laundering of shirts. The successful dry cleaning and/or laundering establishment will be expected to provide the Purchasing Division with their monthly invoice, together with supporting individual sales slips showing the name or badge number of the policeman for whom the cleaning and/or laundering service was performed. DRY CLEANING Items to be cleaned will be brought to the dry cleaning establish- ment and picked up by each police officer, as needed. Items are to be dry cleaned and buttons replaced. While Police uniform items may be cleaned up to the frequency allowed in their contract, from experience, their actual cleaning and laundering requirements are more in accord with the estimated requirements stated on the Proposal Form. Uniform items to be cleaned for 75 officers are as follows: a. b. c. d. e. Reefers (winter overcoat) or Winter Jackets. Blouses Trousers Sweaters Hats- three hats furnished Non-Uniform apparel to be cleaned for 13 officers are as follows: a. Top coats and/or Overcoats b: Suits or Sport Coats and Trousers c. Hats- two hats d. Ties- as needed LAUNDERING Long sleeve white shirts or short sleeve blue shirts will be brought to the launderers and picked up by each officer as needed. While not certain of the quantity of shirts that will be laundered, a shirt could be laundered for each work day by each of the 88 eligible police officers. 65$/35� polyester- cotton shirts are to be washed and ironed, buttons sewed on, and starched to the requirements of the individual policeman. On January 1, 1;70, ti�re began bringing laundry and dry cleaning to your place of business in keeping e�rith the contract signed on December 27, 1975 for the year- 1976. During tne month of January, certain shirts and jackets were ruined and had to be replaced. The bill submitted by you for the month of January, 1976 amounted =o ;538•9�• From this arr.ount, $207.96 Ur�s deducted for the damaged shirts ancl jackets. The amount of damage was agreed upon between the former Assistant City r':ttorney James Gunz and your attorney, George Curtis. The January bill was held up until June for payment because the matter of damages had not heen resolved. L'uring the months of February, tlarch, Aprit, and May, upon the advice of the City �ttorney, our laundry and dry cleaning was taken to Stannard, Inc. On tf�e first day of June, 1976, again, upon the advice of the City Attorney, we began bringing our laundry and dry cleaning back to you. �is to Sergeant Zuehlke's harrassment, as yau put it, I feel, after talking to hi�, that this is unfounded. You also mentioned a time when Sergeant Zuehlke ca;;ie to your place of business and went thr�ugh same �lhen the ovmer was not �resent. 1 talked to him abour this and he stated that the only time he car► recall going through was �rhen he was a�ith Assistant City Attorney James Gunz and Mr. George Curtis, your attorney. Insor'ar as the officer's registering their complaints �vith you, it vras my 4�ish that tnese matters be channeled to a central point (Sergeant Zuehlke), and p�ssed on to you. In reference to your s�amstress coming to our office to measure some reported snrun:;en shirts recently, Sergeant Zuehlke advises me that he was present and agreed that the shirts in question, in this instance, were not shrunk. Ho�.yever, since ti•:e have brought our work back to you in June of �976, there are at least four (4} officers �•�ho do not want to take any further chances on getting inferior ��:or{:ranship on their clothes and chose to take them elsewhere at their own expense. I have personally observed what �•�as to be allegedly freshly laundered �hir_s and I can say that I���ould not wear them.
