Kutchera Mr. Moser Ms. Propp Mr. Schiefelbein Ms. Teichmiller Mr. Singstock, Chairman 1. I would like to address the Council as one of the stall occupants at Miller's Bay Cruiser pocks. 2. Each of you have received copies of a letter written by Mr. Art Tesch dated December 7� 1976� a letter signed by six (6) boat dock renters dated February 11, 1975 and a letter from Mr. James Sxeatt written in early December, 19%6. 3. These letters express the feelings of the majority of the dock users. 4. �I have been asked by several of these dock users to present my views to the Council with resgect to the repair of these facilities. 5. Many of the dock renters indicated great concern over the City of Oshkosh's apparent lack of cooperation in properly maintaining these moorings. 6. Zn my conversation with several of the dock renters, they pointed out that the twenty five (25� Ye� income from these facilities . amounted to $52,250.00• 7, Electricity and water cost of this period amounted to approxima.tely $8,400.00. Although there axe these services plus garbage collection at the piers, the dock renters have never been given the cost of this usa.ge . 8. The rent for this facility was increased from $150.00 per stall in 19?4 to $250.00 in 1975• Citv �ouncil--2 9. A statement made by one of the City officials at the February 20. 19?5 Council meeting indicated that the additional revenue would be used for dock maintenance. 10. The City did repair the water system in 1975 in an effort to bring it up to the dock site code at a cost of about $2�347•00. 11. HoKever, no improvement Has made with respect to planking or piling repairs. 12. This question must be asked: With the income of $52,250.00 in dock rental over the last twenty five (25) years� why is the City at this time considering the destruction of this facility rather than spend a modest amount for its repair? 13. This last Saturday, Mr. Art Tesch� Mr. Elmer Jischke, Mr. Wayne Ga,yhart and I spent about an hour inspecting the cruiser docks. 14. We found that by replacing some planks that have deteriorated and shimming planks that are now out of position and by struct- urally reinforcing the docks with angle braces, this facility could be ma.de more acceptable for the next several years. 15� Mr. Gayhart is in the contracting business and indicated that this repair should not cost more than $3,500.00 including the material and labor required to reconstruct the eleven (11) docks which service the t�renty two (22) boat stalls. 16. I have personally contacted the C. R. Meyer Co. with respect to replacing some of the deficient �ilings. 17. It appears that four (4) or five (5) pilings would need to be replaced. This cost should not exceed $3,000.00• 18. I would like to inform the Council that I can reinforce these estima,tes with the fact that last year xith the Park'��Advisory Board approval, I did s�t"rip the dock that serves sta.11s #19 and #20 and made the exact type of repairs xe are suggesting for the entire facility. ■ � � City Council--3 19. My tota.l cost was less than $200.00 and I believe the Council would find the work we did quite satisfactory and a pier that , was once shaky is now quite safe. 20. Work on the dock site should be done during the winter season so that the repa.irman could utilize the ice for equipment support while driving pilings and enable the workmen to perform the task more easily and better. 21. If the repairs are done when the ice is out, it is my opinion that the expense would exceed those approximations suggested. 22. It is my opinion the the moorings in Miller's Bay should be saved and the renovation should be completed. 23. The costs are nominal when compared with the revenue generated through dock rental. 24. A four (4) month notice to those persons who are expecting to return to Miller's Bay does not seem adequate to me. 25. There are many of us who think Miller's Bay should be expanded to include not only cruiser and outboaxd moorings but developed fully as a haxbor for both temporaxy and permanent docka.ge for all boaters, sailors, fisherman and sportsmen from Oshkosh and our surrounding aseas. 26. The entire land axea surrounding Miller's Bay should be developed to allow the populace of Oshkosh and the surrounding areas to more fully utilize the land as a park, the breakxater for fishing and the harbor for both temporary and pexmanent dockage. This entire axea is one of the City of Oshkosh's finest assets and should be used by its people. 27. Rather than destruction and elimination of the docks, we should be considering expa.nsion of these facilities as I have outlined and caxeful consideration in the planning of this facility should be made.
