August 19, 1976 (as written below) (CARRIED X LOST # ?_ 8 RESOLU`I'ION LAID OVER WITHD�2AWN ) i �4HEREAS, the Department of Housing and Urban Development (HUD) has received the Section 8 Housing Applicat�_on from Simeanna South, Inc. of 225 Eagle Street, Oshkosh, Wisconsin, for an elderly housing project in the City of Oshkosh, and tv'HEREAS, the Department of Housing and Urban Development has requested the City to review the proposal for compliance with the City's Housing Assistance Plan, and «HEREAS, the Oshkosh Authority has reviewed the application and finds it in conformance with the current Housing Assistance Plan (1976), and P7HEREAS, the Oshkosh Housing Authority has further advertised for proposals for the rehabilitation and renovation of the Mercy Medical Extended Care facility with the intent of submitting an appZication for Section 8, Elderly Housing aids, NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that_the Simeanna South application is in conformance with the City's-1976 Housing Assistance Plan and that the �zoper City officials be directed to inform the Department of Housing and Urban Development Department together with the City's n�tice of intent to submit additional applications which may be received on the Mercy Extended Care Facility. � BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the appropriate City officials together with the Director of the Oshkosh Housing Authority negotiate with HUL and Simeanna to require owners of non-profit housing projects to make payment to the City in Iieu of taxes. �;, �---..__---_. i': ' �� : C� i` J (�sr►lcc,-�f� "E3��u �ing Aut,h��rity :finutes t�landayi August 9, 1976 � � ,yA�� / �1r. Franzen pointed out the Housing Authority also has a proposal for Section 8 housing under consideration. if there is going to be a competition for units he �eould like sone statement to be made to HUD that this �pplication and a iorthccming applica.tzon from the City cf Oshkosh 1,aLSing Authority be considered at �he same time. r,r. Haltug stated this may delay Simeanna's project. �`r. Franzen said this ma�T be true but he feels �ae are close = enough to our proposal that a delay on this wculd be c.ininal.
