Street and the railroad crossings o ew Y rk Avenue to be improved as required by the Public Servi�e �C.6mmi,�'sion, and WHEREAS, the State Depart�n�nt ofiTransportation has disapproved the City's plans to reconst u�t and/improve New York Avenue from Main Street to Bowen Str et by t' izi g the existing pavement, NOW, THEREFORE, E IT RESO ED by the Common Council that the 1977 Capital Improveme ts rog am be amended to reflect the paving of New York Avenue from Bowen t Hazel Street with Portland Cement Concrete as proposed, and to reflect,/the improvement of New York Avenue from Main to Bowen Street by inclu�'ing it in the listing of streets for asphaltic resurfacing. BOX 1130 • OSHKOSH, WISCONSIN 54901 Date: March 10, 1977 From: To: City Manager Members of the City Council Improvement of New York Avenue from Main Street to Bowen Street. 3ased on my recommendations, the City Council tentatively approved the design of the proposed improvement of New York Avenue between D1ain and Bowen Street to reflect the utilization of the existing pavement. Z'ile City's recor�s indicate that the existing pavement was constructed in 1913 and consisted of a 9 inch Macadam pavement. The existing curbs were to be removed, the street widened to 42 feet and the entire surface covered with a thickness of 3 1/2 inches of asphaltic concrete. The proposed cost of the street surface improvement was $67,100, and of this total cost, $27,330 was to be assessed,. and $46,480 was to come from Federal Aid Urban Systems funds. At the same time, the state mandated that the city u�crade the railroad crossing protection because the street crosses both railroads, and the estimated cost of this was to be $44,000; all of which was to come from the Federal Aid Urban Systems f_unds. AdC.itional city costs were re- flected in storm sewer improvements ($29,000), sanitary sewer improvements ($20,000), and water main improvements ($4,500). Therefore, the city planned to spend $164,60�J for the improvement of New York Avenue from Main to Bowen Street with $27,330 coming from assessments, $90,480 from Federal Aid Urban Systems funds, and $46,790 cominq from General Obliaation Bonds. Last month tne State llivision of Highways challenged the city's design of the project; and after the hearing on the Congress-Oshkosh Avenue Bridge on �iebruary 22, 1977, the state agreed to conduct borings on the existing pavement. Yesterciay, the city received the report from the state, a copy of which is enclosed, which states that the existina pavement should be removed and the entire surface of the proposed street repaved. The letter also goes on to state that because we will have to redesign the project, the June letting date will be missed and the project should be rescheduled for a fall letting, which means that the nroject would not be constructec' until 1978. Another factor is the additional cost. The design, which the state would require, would cost an ac�ditional $64,OG0, which would increase the total cost of the project to $228,600, whicYi would i�ave the other effect of increasina the cost coming from General Obligation Bonds frori $46,790 to around $110,790. Improvement of New York Avenue � from P�ain Street to Bowen Street March 10, 1977 Page #2 Z disagree with the state's finding in that the street surface is stable and it has carried a large volume of heavy traffic for many years. Faced with all of the other arterial street needs in this city, I believe the city can spend its Federal Aid Urban Systems funds to better advantage by paving unpaved streets and ma}:ing traffic engineerina improvements, rather than tearing up existing paved streets. Therefore, it is my recommendation to the City Council that we simply amend the projects so that we are only doing the part of the project which has been approved by the state. This would mean that we would pave with new Portland Cement Concrete that portion of New York Avenue between Bowen and Hazel, and Hazel Street from New York to Murdock. I would further suggest that since that part of New York Avenue from Main to Bowen is already improved� we would simply resurface it--without the utilization of the Federal Aid Urban Systems monies. I would estimate that the street can be resurfaced and the curbs repaired for approxiMately $35,000, much less than what is anticipated as the city''s share of the proposed project. Of this, approximately $23,000 woul� be assessed, leaving the obligation to be pickec up by General Obligation Bonds to be $12�000• I believe that the street will be serviceable for many years, ann the unspent Federal Aid Urban Systems funds would accrue to the city for consideration to be spent on other projects. This would amount to $90,480 and we could use this amount for the reconstruction of the Washington�State-Jefferson Street intersectional improvements. The probable cost of the Federal Aid share of the right-of-way purchase at that intersection would be approxi- mately that amount. In summary, the options are: l. Redesign the proposed improvement between Main and Bowen Street to reflect the state's recommendation that the existing pavement be torn out an� the street repaved. This will cost $64,000 more and delay the entire project so that it would not be under construc- tion until the spring of 1978. 2. Tell the State of Wisconsin that we wish to proceed with the improvement without the se�ment between Main Street and Bowen Street, and that we wish to use the unspent Federal Aid Urban Systems money for the Washington- State-Jefferson Intersection. We would simply improve the segment between DZain and Bowen with the curbing re- pair and an asphaltic overlay. 3. Tell the State of Wisconsin that we wish to proceed with the improvement without the segment between Main and Bowen and that we wish to use the unspent Federal Aid Urban Systems funds to improve the Washington-State- Jefferson Street intersection. There would be no improvement whatsoever of the segment of New York Avenue between Main and Bowen. I would propose that a resolution be which would reflect this course of action. Th_e state indicates we have an amended set of plans back to them by March 25, 1977� still make the June lett.ing and the segment of the project that on will not be delayed, Council adopted that if we can we agree In the meantime, I will have a representative from the Wisconsin Asphaltic Paving Association and the Asphalt Institute look at the street, and evalu- ate the wisdom of the second course of action. I would also recommend that all members of the City Council drive over this segment of st.reet--New York from Main to Bowen--and see if there is a good reason to tear out this apparently stable street. Maybe you will see some- thing that I am apparently overlooking. To me there are so many better ways to spend the available funds than tearing out to repave one of the better street surfaces that we already have in our city. As evidenced by the borings, a complete reconstruction of New York Avenue appears warranted. Based on the average depth of bituminous surface (2 inches) and sand-gravel base (6� inches), the structural pavement design would require a resurfacing of 5 inches of bituminous concrete. A1so, there are sections where undercutting is recommended. For these reasons, it our recommendation that an 8-inch concrete pavement on a 6-inch gravel base course be provided for the entire project. A 7-inch concrete pavement would accepted based on the traffic volumes. is be Because additional time would be required to revise the paving plans, the June letting date will need to be rescheduled. Meeting the deadline would be critical even for the July letting. It normallq takes 6 weeks for a signed contract, therefore, work could start Sptember 1. Based on the size of this project, con- struction would have to be suspended over winter. We suggest a November letting date in order to obtain more favorable bid prices and to assure an early spring start. For those portions of the roadway to be undercut, it is suggested that the approximate limits of the undercut or "excavation below subgrade" quantity be shown on the plans. The exact limits could be determined at the time of construction. The existing surface and sand-gravel could be used to backfill the undercut areas. These borings were made in the area be-tween Main Street and Bowen Street, and were generally all on the right side_of the pavement to avoid sewer and gas lines which were aocated on the left side �r a�ong ti�e center line of the existing roadway. With reference to the boring logs it can be seen that the existing bituminous surface ranges from 1 to 3 1/2 inches thick, with an average of slightly more than 2 inches. The sand and gravel base course layer ranges from 5 to 8 inches thick, with the average being 6 1/2 inches. The subgrade soils are generally a reddish-brown silty clay. Black silt, which may be topsoil, was encountered in borings No. 1 and 13, and organic silt was found in borings No. 4 and 7. Traces of topsoil were also found in borings No. 10 and 15 but this should not severely influence the pavement condition. The most.distressed areas of the existing pavement appear where the black silt or iopsa�], and the organic silts were encountered. Therefore, it is recommended that undercutting of this material be provided. The exact limits may be determined by the engineer in the field. The reddish-brown silty clay subgrade soils may be associated to the Kewaunee Soil Series as mapped and identified on the Soils Report dated July 19, 1976.
