The Common Council hereby declares its inten�ion �o exerci�e its power under Section 66.60 of the in7isconsin Statutes ta l�vy spec.ial assessments upon property wxthin.the following described areas for benefits conferred upon such property by improving the following named streets, said public improvement to i.nclude the following� CONCRETE PAVING MURDOCK AVENUE - Algoma Blvd. to Jackson Street 2. Said improvements shall consist of concrete p�ving as des- cribed above and appurtenant work with concrete curb ana guttEr on both sides of the s�reet at a grade heretofore established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board of Publ�c Works is directed to ca,xse water and sewer service pipes to be laid in sai.d streets f rom the mains to the curb line of each 1ot fron�inq an t:he said streets and to keep an accurate account of the expense incur�-�d in front of each lot and repart the same to the Comptroller who :�hal1 causP the amount charged to each lot to be entered on tne tax r��l as a special. tax ag�irist said road, provic3ed, however, that tY�e Bvard o� Pub�ic ��lorks shall not cause such laterals to be so la�.d for any particular 1ot, or parcel where, in the opinion of the Boarc� of Public i�Ycr ��, it :•a�uld b� irnnractica? tc de �a. 4. The to�al amount assessed against such district shall not exceed the total cost of the improvemen�s and the amaunt assessed against any parcel shall not be greater than the benefits accrued thereto fram said improvements. 5. The assessmez�ts against any parcel may be paid according to the provis�c:�s o� Section 25-E3 thru 25-89 of the Oshkosh MLFnicipal Code. 6. The assessment of benefits to be levied for each improvement. The damages to be awardec� for property taken or damages by each improvement. The net amount of benefits over damages or of damages over benefits for each improvement. Upon completion of such report, the Board of Public Works is directed to file a copy thereof in the City Clerk's Office for public inspection. 7. Upon receiving the report of the Board of Public V�'orks, the City Clerk is directed to give notice of a public hearing on such reN�.rts ��s sFecif�.�d in Se��ian 6G.ov �7j ot the t�7is�Gnsin S�catutes. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60 (7) of the Wiscansin Statutes. 8. The Wisconsin Public Service Corporation of Oshkosh, Wisconsin, is hereby requi.red to install gas mains in said street and service laterals at such intervals as the Board of Public t9orks shall direct, said wo�k to be completed prior to the improvement of the said street, the City Clerk shall forward a certified copy of this resolution to said corp�ration forthwith. 9. The Board o:E Public Works and the proper city officials shall do all things necessary so as to complete the installation of storm sewers in said street prior to the improvements thereof, if nec�ssary. 10.
