SUSTAINABILITY ADVISORY BOARD
ICLEI, EDUCATION & OUTREACH AND GOVERNMENT ACTION SUBCOMMITTEES
MONDAY, SEPTEMBER 10, 2015

CALL TO ORDER
The meeting was called to order at 6:00 pm and a quorum was declared present.
APPROVAL OF JULY 6TH, MEETING MINUTES
Motion by Ms. Scalpone and second by Ms. Hamzé to approve minutes as written. Motion carried 6-0.
BOARD AND COMMISSION RECRUITMENT-PSA
Ms. Williams explained that Media Services is looking for volunteers to record public service
announcements to assist the City with recruiting additional citizens to serve on boards and commissions.
Ms. Hamzé and Ms. Bogden Muetzel volunteered to work with Media Services. Ms. Bogden Muetzel
requested that Media Services come to her due to limited time availability.
ICLEI MILESTONE 2
Kathy Thunes from East Central Wisconsin Regional Planning Commission presented an overview
document summarizing her research on the Milestone 2 process. The document provided targets
established by international and national agreements, ICLEI communities, Wisconsin, and surrounding
communities.
Ms. Thunes recommended Oshkosh consider adopting three different targets – short term, mid-term and
long term.
Ms. Scalpone suggested the Sustainability Advisory Board consider establishing separate reduction
targets for municipal operation and community-wide emissions. Ms. Scalpone recommended the
municipal operations reduction target be higher because the City should lead by example.
Ms. Davey recommended both municipal operation and community-wide emission reduction targets be
kept the same due to advancement in technology over time.
Ms. Hamzé agreed with Ms. Davey’s recommendation to keep municipal operation and community-wide
emission reduction targets the same and noted Federal and State regulation changes would impact
emission reductions.
Ms. Hamzé questioned how reduction targets are followed through on and monitored.
Ms. Thunes recommended the Sustainability Advisory Board continue to promote sustainability through
education and outreach. Ms. Thunes noted Milestone 2 would be forwarded to Common Council once
completed and should the plan be approved it will become a formal City resolution.
Ms. Davey questioned whether the emissions baseline resets when emissions are inventoried to track
progress.
Ms. Thunes responded that the baseline year and emissions total does not reset and any future monitoring
would be compared to the 2007 base year emission total.
The following targets were discussed by those in attendance:
Short Term Emissions Reduction Target: 25% by 2025
Mid-Term Emissions Reduction Target: 40% by 2035
Long Term Emissions Reduction Target: 80% by 2050
Ms. Scalpone noted the importance of developing strategies that would achieve the stated reduction
targets.
Ms. Hamzé suggested the Sustainability Advisory Board work with the University of Wisconsin Oshkosh
because they were a good example of a large institution working towards a more sustainable campus.
Ms. Thunes recommended members identify reduction target strategies and suggested the City’s Strategic
Plan as a resource and requested identified strategies be prioritized prior to the November meeting.
Those in attendance agreed to review the City’s Strategic Plan and email Ms. Williams their
recommendations by September 21st.
PROGRESS OF 2015 ACTION PLAN ITEMS
A. SUSTAINABLE OSHKOSH WEBSITE UPDATES
Ms. Williams announced the Sustainable Oshkosh website was activated and requested any changes that
members would like to see be sent via email or discussed at a future meeting upon request.
B. DRAFT DETENTION BASIN ORDINANCE
No work was completed on the draft detention basin ordinance.
C. BROCHURE DEVELOPMENT
Ms. Scalpone indicated she was working on a brochure regarding native planting and Ms. Davey agreed
to connect with Ms. Biedermann on the impervious surface brochure.
D. FARMERS MARKET DISPLAY
Ms. Davey noted the need for a different display for the Sustainability Advisory Board’s outreach
materials due to wind causing issues with the board and volunteered to make the necessary updates.
SCHEDULE NEXT MEETING
The next subcommittee meeting was scheduled for Monday, November 2, 2015.

Motion by Ms. Hamzé and second by Ms. Stoll to adjourn the meeting. Motion carried. Meeting
adjourned at 7:05 p.m.
