incur as a result of this exemption, and
W�IEREAS P in actuality, the State has fai7�ed �to meet its c�mmi.trr��n
and the local property taxoayer has been f.orced to make up the deficit
through increased pr.operty ta�es, and
WHEREAS, Assembly Bill 223 has been drafted to correct thE,

I am writing in response to the resolution adopted by the Oshkosh City
Council expressing its support of A.B. 223. I also favor the adoption
of the bill.
When the present exemption of manufacturers' ma.chinery and equipment from
local property taxes was orginally enacted, the state was rec{uired to
fully reimburse local governments for their lost revenues. But because
of a declining percentage arrangement, in subseauent years the state has
had to only pay back part of the forfeited revenue to the affected munic-
ipalities and coLmties. I feel this situation is unfair to the state's
local governments and creates an unjustified burden on their revenue-
collecting efforts. Conseauently, I believe that adoption of A.B. 223 is
needed to correct this situation.
I appreciate your writing me and telling me of the city council's resolu-
tion. And I do indeed intend to support A.B. 223. Thank you for your
letter and please feel free to write me for any reason in the future.
