The Comman Counci? hereby declares its intention to exercise its power under Section 66.60 of the Wisconsin Statutes ta levy special ass�ssments upon property within the followinc� descr.ibed �reas ior. benefi�cs confe.rred upon such property by improving the following named streets, said pubiic improvement to include the followi.ng: A. ASPHALT PAVING WITH CONCRETE CURB AND GUTTER l. WRIGHT STREET from Lincoln Avenue to Prospect Avenue 2. SCOTT AVENUE from Elmwood Avenue to Jackson Street 3. LINCOLN AVENUE from Elmwood Avenue to Jackson Street B. ASPHALT PAVING AND OVERLAY l. WISC�ONSIN STREET from W. Irving Avenue to Lincoin Avenue C. CONCRETE PAVING l. WRIGHT STREEi from W. Said improvements concained in C above shall consist of concrete paving as describe� a�ove an� appuren�ant work with conr:a-�te curb and gutter on bath sides of trie st:reet at a grade heretofor.� established by special or�inance of the City of Oshl�osh. - 39 �`. - � 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb line of each lot fronting on the said streets and to keep an accurate account of the expense incurred in front of each lot and report the samc� to the Comptrol.ler who shall cause the amount charged ta each lot to be entered on the tax roll as a special tax against said road, provided, however, that the Board of Public Works shall not cause such laterals to be so laid for any particular lot, or parcel where, in the opinion of the Board of Public Works, it would be impractical to do so. 4. The total amount assessed against such district shall not exceed the total cost of the impxovernerits and the amount assessed agains� �n_v parceZ shall not be greatar than tha benefits accrued �heret�a from said improvements. 5. The assessments against any par.cel may be paid according to �hP provisions of Section 25-83 thru 25-89 of the Oshkosh Municipal Code. 6. The Board af Public Works is directed to prepar.e a report consisting of: (a) Final plans and specifications for said improvements. (b) An estimate of the entire cost of the improvements and laterals. (c) An estimate as to each parcel of property within the assess- ment district of: (1) The assessment of benefits to be levied improvement. (2) The damages to be awarded for property by each improvement. Upon receiving the report of the Baard of Public Zvorks, the City Clerk is directed to gi�e notice af a public hearing on such reports as specifi�d in Section 65.60 (7) of the Wisconsin Statutes. Ti-�� hearing sha11 be held by the Board of PubZic Works at the Council Chambers in the City Hal.l at a time set by the Clerk in accordance with Section 66.60 (7) af the t�]isconsin Statu�es. 8. The Wisconsin Publ.ic Service Corparation of Qshkosh, Wisconsin, is hereby required to install gas mains in said street and service laterals at such intervals as the Board of Pu;alic Works shall direct, said work to be c�mpleted prior to tk�e improvement of the said street, the City Clerk shall forward a certified copy of this resolution to said corporation forthwith. - 39B - F " .. 9. The Bcard of Publ�c Plorks and the proper city officials s^a11 c� a21 things necessary so as to complete the installation of s�or� s�w�rs in said street przor to the improvements thereof, if r_�cessa=--J. ?�.
