CITY HALL 215 Church Avenue P.O. Box 1130 Oshkosh, Wisconsin City of Oshkosh 54903-1130 O.fHKOlH TO: Honorable Mayor and Members of the Common Council FROM: Jun Collins, Director of Transportation DA"I'E: Octobcr 16, 2015 RE: Ordinance 15-469 Approves bicycle lanes on Taft Avenue. BACKGROUND This ordinance designates bicycle lanes on both sides of Taft Avenue, from North Koeller Street to North Sawyer Street. This request comes from the Bicycle and Pedestrian Committee. The Traffic Review Advisory Board recommends approval (5-0). ANALYSIS The Bicycle and Pedestrian Advisary Committee is working to implement the Bicycle and Pedestrian Circulation Plan, which was adopted by the Plan Commission on Aug. 16, 2011 and approved by the City Council on Sept. 27, 2011. The committee identified this as a priority connection. These bike lanes are incl:uded in the Council adopted plan. This facility will connect N. Koeller Street to the bike lanes on N. Sawyer Street. "I'he facility will continue on Taft Avenue east of N. Sawyer Street with signs and sharrows to Campbell Road. The sign and sllarrow route wi]1 then continue south on N. Campbell Road to the Senior Center which connects to the South Shorc River Walk. "Taft Avenue is 8 fect wide, which allows for 2-8 foot parl<ing lanes, 2-1 1 foot driving lanes, and 2-5 foot bike lanes (as depicted below). The implementation of these bike lanes would not require any parking removal. i . . , . -- - - _ . : . . _ _ . _ ' -i'.i y _ „G . _ __ __ Parkn lae . _ _ . _. _ _ ._ FISCAL IMPACT The fiscal impact of this ordinance is the cost of street painting and bicycle route signage. The street paint would come out of the Sign Department operational budget and the signage would come out of the Bike/Pedestrian CIP fund. RECOMMENDATION Section 27A-10.1 of the Municipal Code designates bicycle lanes. I recommend that the Common Council approve this ordinance.
