HomeMy WebLinkAbout09. 15-467 OCTOBER 27, 2015 15-467 ORDINANCE FIRST READING (CARRIED______ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: APPROVAL OF PARKING REGULATION CHANGES ON DICKINSON AVENUE, COURT STREET AND THE ALLEY ADJACENT TO THE OSHKOSH CONVENTION CENTER INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS DICKINSON AVENUE Add Thereto: No parking, south side, from 133 feet east of Maricopa Drive to 240 feet east of Maricopa Drive. COURT STREET Remove Therefrom: No parking, west side, from 260 feet south of Ceape Avenue to Fox River. Add Thereto: No parking, both sides, from Ceape Avenue to Fox River. MISCELLANEUS Remove Therefrom: No parking, east side of the alley adjacent to the Oshkosh Convention Center from Ceape Avenue to 291 feet south. No parking, west side of the alley adjacent to the Oshkosh Convention Center from Ceape Avenue to 102 feet south. No parking, west side of the alley adjacent to the Oshkosh Convention Center from 291 feet south of Ceape Avenue to 491 feet southeasterly. Add Thereto: No parking, no stopping, no standing, no waiting, in the alley adjacent to the Oshkosh Convention Center from Ceape Avenue to the Fox River. OCTOBER 27, 2015 15-467 ORDINANCE CONTD SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #15-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on November 10, 2015. The ordinance changes parking regulations on Dickinson Avenue, Court Street, and the alley adjacent to the Oshkosh Convention Center. BACKGROUND The fil•st or•dinance is to prolubit on street parking on Dickinson Avenue (south side, from 133 feet east of Maricopa Dric�e to 240 feet east of Maricopa Drive), Court Street (no parking, west side, from 260 teet of Ceape Ave. to Fo� River), and in thc alley next t� the convention ccnter (no parking, stopping, standing, or waiting in the alley adjacent to the convention center from Ceape Ave. to Fox River). The second ordinance designates vehicles on I'airfax Street yield right of way to vehicles on IZebecca Run. The Traffre Review Advisory Board (TRAB) revie�ved these ord'rnances and recommends approval of Ordinance 15-467 (5-0) and Ordinance 15-�68 (5-0). � ANALYSIS Dickinson Avenue - This parkin� restriction w�s requested by Pomp's Tir�. Their loading dock is directly across from this area. Their seinis cannot get in and out of the docks safely when cars are parked in this area. Therc is ample an street parkin� available in the arca. Caurt Street - This parking restriction is necessary as this section of road is heavily used for pedestrian access to the Leacl� �mphitheatrc and for ingress/egress to the Riverside parking lot. At1ey Adjacent to the Osllkosh Convention C'enter - 7'his cleans up outdated ordinances now that the Riverside�parking lot is reconstructed. I'he "I�RAB felt that no p�uking, no stopping, no standing, ilo waitina was the prope�r restriction to enact at this tocation. The reasoning for this was so that lhe alley would re�main open as it now functions as the ingress to the parking lot and convention center' loadizig docks. �� Fairfax Street and Rebecca Run — Numerous citizens called to request this be designated as a yield intersection based on accident history. There was a crash with injuries on Sept. 14t". The city uses the following warrants as an initial screening tool for installing yield signs at an intersection. • Three or more right angle accidents in a 24-month period or five or more right angle accidents in a 36-month period. • 1500 or more vehicles per day • Inadequate sight distance There was one reported crash in 2015, two in 2013, and one in 2009. The recent crash was caused by two drivers entering the intersection with neither slowing nor yielding. One of the 2013 crashes in May was caused by speed too fast for conditions and a failure to yield. The second 2013 crash in December was due to a vehicle unsafely passing on the right in addition to failure to yield. The crash in 2009 was caused by a failure to yield. The 3 accidents since 2013 over a 28 month period are close enough to warrant installation of yield signs. The TRAB agreed that creating a yield controlled intersection would clarify exactly which vehicle has the right of way and may improve safety at this intersection. FISCAL IMPACT The only fiscal impact of these ordinances is the cost of signage which would come out of the Sign Department operating budget. RECOMMENDATION Section 27A-11 of the Municipal Code regulates on street parking and section 27A-10 designates yield right of way intersections.
