PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH
PROFESSIONAL SERVICES INDUSTRIES, INC. FOR
SUBSURFACE EXPLORATION AND GEOTECHNICAL
ENGINEERING EVALUATION FOR VARIOUS 2016 CIP PROJECTS
($78,030.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with Professional Services
Industries, Inc. for subsurface exploration and geotechnical engineering evaluation for
various 2016 CIP projects in the amount of seventy-eight thousand thirty dollars ($78,030)

RE: Engineering Services Agreement for Subsurface Exploration and Geotechnical
Engineering Evaluation for the 2016 Capital Improvement Program (CIP) /
Professional Service Industries, Inc. (PSI) ($78,030)
BACKGROUND
The Department of Public Works requested proposals from geotechnical engineering consulting
firms for subsurFace exploration, soil classification, geotechnical engineering, and construction
recommendations for the proposed 2016 CIP. Soil borings will be completed within the right-of-
way for street and utility projects.
ANALYSIS
After a careful and thorough review of all aspects of the proposals, PSI was chosen to perform
the services. The work associated with this agreement is anticipated to be complete by the
spring of 2016.
FISCAL IMPACT
The cost of these services is estimated not to exceed $78,030 and will be split among the Street
Paving, Storm Water, Water, and Sanitary Sewer CIP sections. Funding was budgeted in all
four sections of the 2015 CIP.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of
a specialized nature may be procured without the use of formal, sealed quotes. I have reviewed
this agreement and in accordance with Section 12-16 of the Code, I am hereby recommending
that the Common Council approve the award of this agreement.
