DEPARTMENT TO CARDINAL CONSTRUCTION CO. INC.

INITIATED BY: PURCHASING
WHEREAS, the Parks Advisory Board recommends construction of a new
restroom/shelter at the northwest corner of South Park and said project is consistent with the
approved South Park Master Plan; and
WHEREAS, pursuant to Section 62.23(5) of the Wisconsin Statutes, the Plan
Commission reviewed and recommends approval of the location and design of the
restroom/shelter at South Park; and
WHEREAS, the City of Oshkosh has heretofore advertised for bids for South Park
Restroom/Shelter for the Parks Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the architectural design of the new restroom/shelter at the northwest corner of
said South Park, per the attached, is hereby approved and the proper City officials are
authorized to undertake all necessary tasks with a purpose of constructing a new
restroom/shelter in South Park with the understanding that such further specific reviews and
approvals will be appropriately sought as necessary under Wisconsin Statutes, the City of
Oshkosh Municipal Code and policies.
BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the
said bid is hereby accepted and the proper City officials are hereby authorized and directed
to enter into an appropriate agreement for the purpose of same, all according to plans,
specifications, and bid on file. Money for this purpose is hereby appropriated from:

Bid Award- South Park Restroom/Shelter Construction for Parks Department
BACKGROUND
The Common Council allocated $235,000 in the 2015 C1P Park Improvements to construct a new
restroom/shelter building in South Park. This project was included within the South Park Master
Plan. The project and building was approved by the Advisory Parks Board on August 10, 2015
and the Plan Commission on September 15, 2015. The Plan Commission reviewed and approved
the architectural design of the proposed restroom/shelter building at their September 15, 2015
meeting. The city hired HGM Architecture, Inc. for approximately $15,000 to coordinate
designs, bid specifications and construction management. A copy of the building exterior design
is attached.
ANALYSIS
Working in conjunction
reviewed and prepared
with the project architect and Parks Department personnel, Purchasing
bid specifications for the new restroom/shelter building. Bids were
advertised in the local paper. � The bids were opened on October 14, 2015. The bid tab is
attached. After reviewing the bids, it is the consensus of the project architect and city staff that
the low bid from Cardinal Construction Co. Inc. met the minimum bid specifications for this
project.
FISCAL IMPACT
The total iiscal impact of the base bid (restroom) and alternate (shelter) is $312,122. Costs for
this project will be funded using the $220,000 balance in the 2015 CIP Park Improvements
(A/N#: 325-0610-7214-07501) in addition to the following sources: $38,700 from a trust
donation designated for South Park improvements; $35,000 from an anonymous donation pledge
and $18,422 from surplus CIP Parks projects. The trust donation has been deposited for use in
this project.
RECOMMENDATION
The project architect and City staff recommend the bid for the new restroom/shelter building be
awarded to Cardinal Construction Co. Inc. far $312,122.

RESTROOM AND PARK SHELTER FACILITY LOCATED WITHIN
SOUTH PARK (1300 GEORGIA STREET)

GENERAL INFORMATION

The applicant is requesting an architectural building plan review for construction of a public
restroom facility and park shelter in South Park.
Applicable Ordinance Provisions:
State Statute 62.23(5) requires the Plan Commission review the "location and architectural design
of any public building."
Property Location and Background Information:
South Park is a 26.13 acre community park purchased by the City in 1889 from the homestead of
Dr. Samuel Johnson Osborn and named/dedicated in 1890. The park is fronted by Ohio Street to
the east, South Park Avenue to the south, Georgia Street to the west and W. l lth Avenue and
single-family homes to the north. It is considered a community park and includes walking
paths/trails, four shelters, playground with equipment, basketball court, tennis courts, splash pad
and fishing streams/ponds and hosts the Wednesday Farmers Market.
The City of Oshkosh South Park Master Plan, adopted in 2014, provides guidance and several
recommendations far improvements to South Park including replacement of an 80+ year old
restroom structure near the northwest corner of the park.

ANALYSIS
The Parks Department is proposing replacement of an 80 year old restroom facility within South
Park located near the northwest corner of the park, south of the existing restroom facility (to be
demolished) and north of an existing picnic shelter. The proposed restroom facility will have the
same capacity as the existing facility and have an ADA accessible unisex changing room for users
of the splash pad. An alternate plan for the restroom facility includes an additional attached rental
picnic shelter extending from the north side of the building. The installation of this facility
matches the recommendation of the 2014 South Park Master Plan which will operate more
economically than the existing facility.
Submitted plans depict the shelterhestroom building to be 41 foot by 24 foot, 3 1/4 inches
(approximately 995 square feet) with an additional 51 foot, 6 inch by 40 foot, 3'/4 inch covered
open air area (approximately 2,074 square feet) centered on the main building. The plans also
show an alternative open-air addition extending to the north 34 feet to serve as a potential open-air
shelter area. The main building and open air section of the shelter house the restroom facilities,
mechanical and storage room, and changing room.
The architectural design of the building is similar in design to the restroom/shelter recently
constructed in Stevens Park and the facility at the former Boatworks property both constructed
earlier this year, although different in sizes and some materials. The exterior finish material for the
structure is proposed to be 6 inch horizontal fiber cement siding with 6 inch trim and an
approximately 3 foot natural stone veneer knee wall with stone sill. The inclusion of the natural
stone instead of brick is being used to match lighting pedestals located in the park. The roof is
depicted to be gable-style with "eyelash" ends on the north and south elevations with asphalt
shingles.
This project and the restroom/shelter facilities design was approved by the Parks Advisory Board
on August 10, 2015. The project is included in the 2015 Capital Improvement Program (excerpt
attached).
RECOMMENDATION/CONDITIONS
Staff recommends approval of the building plan for a public restroom facility with alternative park
shelter addition in South Park, as proposed.
The Plan Commission approved of the building plan for a public restroom and park shelter
addition as requested. The following is the Plan Commission's discussion on this item.
Mr. Buck presented the item and reviewed the site and surrounding area as well as the land use and
zoning classifications in this area. He discussed previously approved shelter/restroom facilities in
other park areas and reviewed the site plan for this request which includes both the restroom
facility and an option for an additional covered area for picnic tables. He also reviewed the floor
plans for the facility and the building elevations which are similar to previously approved

structures of this nature and stated that the Parks Board approved the design of this facility and the
cost for construction of the restroom portion was included in the 2015 Capital Improvement
Program.
Mr. Thoms inquired if the Commission was approving the shelter facility and the alternative
addition for the outside area.
Mr. Buck responded affirmatively and stated that the restroom facility would be constructed first.
Mr. Gray commented that the building materials appeared to be different than the past
restroom/shelter facilities.
Ray Maurer, Director of Parks Department, indicated that the structure was similar to the other
facilities constructed however they were utilizing field stone on part of the elevations to match
other features in South Park.
Mr. Gray questioned if there are any other sitting areas in the park similar to the alternative
outdoor area.
Mr. Maurer responded that there are two indoor shelters located south of the restroom facility and
another one near the Ohio Street and South Park Avenue intersection which all have picnic tables
that can be used inside the shelter or moved to the outdoars.
Mr. Gray then questioned if the Parks Department has considered selling concessions at the park.
Mr. Maurer replied that the City sells concessions at Pollock Pool and Menominee Park however
the shelters in South Park are for rental use and this park is not heavily used and selling
concessions on site would probably not be cost effective.
Mr. Thoms inquired if the alternative outdoar addition costs were included in the 2015 Capital
Improvement Program.
Mr. Maurer responded that the 2015 budget will cover the costs of the restroom construction only
and they currently were holding fund raising functions to obtain the additional money to cover the
expense of the alternative outdoor seating area.
Motion by Nollenberger to approve an architectural building plan review for a public
restroom and park shelter facility located within South Park at 1300 Georgia Street.
Seconded by Cummings.
Ms. Propp commented that she thought it was great that they added the stone features to the
elevations of the facility.
Mr. Hinz stated that he was pleased to see the restroom facility being replaced as the existing one
is in poor condition.
Motion carried 8-0.

Shelter and Toilet Facility
Narrative of the Proposed Development Plan
August 17, 2015
Parks Department will be demolishing the 80 + year old restroom in South Park and constructing
a new facility of the same capacity with an ADA fizlly accessible uni-sex changing room with
toilet facilities will be included in the base bid for the project. Alternative price will be received
to construct a rental shelter on the north end of the sh-ucture.
The restroom placement will provide new facilities that will operate more economically for the
Parks Department and be close to the playground and splash pad.
2. This facility should not affect any of the adjoining properties, streets, and wallc. It is being
located at approximate distances within the park from any existing residents. The present street
lighting in the park will remain as well as new down lighting on the new structure that replaces
existing building lights.
3. Vehiculaz traffic should not be affected.
4. The impervious area for this building will be increased by 1,500 sq. ft. The storm water runoff
from the building will filter into surrounding lawn area.
This new facility of 3,050 sq. ft. including alternative shelter area will aid in providing toilet
facilities for the users of the playground, softball area, basketball court, tennis court, splash pad
and other users of the park.
