(AECOM) regarding the above - referenced project. AECOM is pleased to submit our proposal for Subsurface Exploration and Geotechnical Engineering evaluation, Hydrogeological Study, Ground Subsidence Study and Detention Basin dewatering design services. Included in our proposal is a discussion of our understanding of the proposed project, our proposed scope of services, and estimated fee for our services. We look forward to working with the City of Oshkosh (City) on this project. Proiect Description It is our understanding that the City is planning the construction of a detention basin between North Main Street and Jackson Avenue; North of the intersection of Fernau Avenue and North Main Street. The City has retained Brown and Caldwell for design of the detention basin (DB). AECOM is currently designing the Libbey Nicolet Detention Basin which is located to the south of this project. Shallow groundwater was encountered during the geotechnical subsurface investigation at Libbey Nicolet. Currently AECOM is completing a hydrogeological study of the ground water, ground subsidence study and designing the dewatering system. This dewatering system is necessary to allow for the construction of the detention basin per the watershed modeling requirement to meet City storm water control goals. The effectiveness of sediment removal and capacity of the detention basin will be reduced if it is not constructed to the required size and depth. We anticipate the groundwater elevation at the North Main DB will be similar as the Libbey Nicolet DB. Therefore, AECOM is proposing a similar scope of work. If shallow groundwater is not encountered, the proposed scope of work out lined below will be reduced. AECOM will work closely with the City and Brown and Caldwell to complete the proposed scope of services and provide recommendations and documents that to be used for the design of the DB. This document includes proprietary data that shall not be duplicated, used or disclosed outside of City of Oshkosh for any purpose other than to evaluate this document. OPP-428360_North Main Street DB Proposal.docx AECOM 2 Scope of Services Task 1 — Field Exploration Perform geotechnical investigation and analysis for the project, including the following: 1. The drilling will be subcontracted to Professional Service Industries, Inc. (PSI) with AECOM oversight. 2. Clear public utilities through Digger's Hotline prior to drilling (performed by drilling subcontractor). 3. AECOM will locate 6 soil borings across the wet detention basin site, 2 soil borings along the 48"x76" Jackson Street Inlet Sewer, and 2 soil borings along the 54 -inch North Main Street Inlet Sewer. All soil borings will be drilled along the anticipated storm alignment unless site conditions dictate otherwise. Borings will be located using GPS and staked or otherwise marked and an elevation will be provided from GPS. See attached figure (Boring Locations, 9/30/15). 4. Mobilize a truck -mounted drill rig to the site. 5. Obtain representative samples to the termination depth of the borings. Samples will be collected at 2.5 foot intervals for the full depth of all the borings. In general, standard penetration test (SPT) samples will be obtained in accordance with applicable ASTM standards. AECOM may obtain some undisturbed samples in cohesive soils using thin- walled Shelby tubes in general accordance with applicable ASTM standards. 6. Observe groundwater conditions during drilling and prepare field logs documenting drilling methods, SPT results, and groundwater observations. A. Temporary PVC standpipe monitoring wells will be installed in four of the wet detention basin borings to evaluate the long term groundwater level at the site. i. Water levels will be checked twice a monthly for 6 months. 7. Perform in-situ falling head hydraulic conductivity testing in the four wells to determine the in- situ permeability of the soils below the bottom of the proposed detention basin. 8. Abandon the borings in accordance with the Wisconsin Department of Natural Resources (WDNR) NR141 requirements after completion of the long term groundwater monitoring. 9. Review and classify the retained samples in accordance with the Unified Soil Classification System (USCS) and United States Department of Agriculture (USDA) textural classification system. Routine strength, classification, and index tests will be performed on representative samples obtained from the borings, as necessary, and boring logs prepared. Our laboratory testing program also includes sieve and hydrometer tests, Atterberg Limits tests, hydraulic conductivity, and Standard Proctor tests to assess on-site soils for use as an in-situ clay liner or re -compacted clay liner for the proposed storm water facility. 10. Analyze the soil and groundwater conditions encountered in the borings with respect to the proposed storm water basin, and storm sewer construction. 11. Attend a meeting with stake holders to discuss results of the draft subsurface exploration report and determine if Tasks 2-4 will be required. Prepare a geotechnical report under the direction of a professional engineer registered in the state of Wisconsin. The geotechnical report will describe the subsurface exploration program and provide geologic characterizations of the soil and groundwater conditions encountered in the borings and those expected during construction. Perform the following geotechnical evaluations based on the subsurface conditions encountered in the borings: A. Evaluate the suitability of the native soils within the excavation for use as an in-situ low permeability liner and berm construction. We will also evaluate the on-site soils for use as a re -compacted clay liner including placement and compaction requirements in accordance with WDNR Technical Standard 1001. B. Recommend suitable cut slopes based on the properties of the on-site soils. C. Provide recommendations related to the installation of the proposed storm sewer based on the observed conditions at the site. D. Provide recommendation for groundwater management during construction and long term site dewatering. Task 2 — Hydrogeological Groundwater Study — Groundwater Modeling Please note this task will only be used if shallow groundwater is encountered. Create a groundwater flow model to estimate how groundwater will interact with the proposed wet detention basin 1. Depending on the conditions encountered during subsurface exploration, a regional site model can be developed using analytical element modeling software, such as GFLOW. The developed model will provide information pertaining to flow paths and local groundwater divides. The model will be combined with the Libbly Nicolet DB model for calibration, consistently verification and to develop an area wide groundwater model 2. A technical report will be submitted describing the approach, input values, figures, and estimates for groundwater flow as determined by the model. Task 3 — Modeling Ground Subsidence Please note this task will only be used if shallow groundwater is encountered. The results of the groundwater flow model will be imported into a hydro seep model to predict the extent and degree of ground subsidence as a result of long term dewatering. 1. A technical report will be submitted describing the approach, input values, figures, and estimates for extent and degree of potential subsidence as determined by the model. 2. AECOM will prepare and submit to WDNR a construction site dewatering permit. The permit will include a dewatering design with sufficient detail to be included in the project bidding documents. 1. A long-term dewatering system will also be designed that will work with project requirements. Draft construction details, products and opinion of probable cost will be provided to the City and Brown and Caldwell for review. Construction details in AutoCAD format will be provided to the City and Brown and Caldwell to be included in the bidding documents. 1. AECOM will prepare a special condition to be included in the bidding documents which will describe construction details, considerations and include a measurement and payments section Fees We propose to complete the work on a time and materials basis for an estimated fee of $60,042.95. The time and materials fee will be effective if this proposal is accepted by The City of Oshkosh 30 days of the date of this proposal. The breakdown of our fees is as follows: Task Fee 1 — Field Exploration Drilling and Laboratory Testing (PSI) $11,685.45 Boring layout, documentation and hydrogeological data acquisition $7,380.00 Geotechnical Subsurface Investigation Report $5,567.50 2 — Hydrogeological Groundwater Study — Groundwater Modeling $23,200.00 3 — Modeling Ground Subsidence $4,800.00 4 — Dewatering System Design $7,410.00 Total Estimated Fees $60,042.95 Schedule AECOM will schedule the field work previously described within upon authorization of this work. We anticipate drilling to start the week of October 19th. We anticipate 4 weeks to complete the field work. A draft geotechnical report including boring logs will be submitted within 10 to 15 working days after completion of the field work. We propose to have a meeting with stake holders at this point to determine if tasks 2-4 will be required. We anticipate Task 2 to take approximately 2 weeks, Task 3 an additional week and Task 4 another week, for a total project schedule of 12 weeks. These assumptions are: • AECOM takes no responsibility for any underground structures or buried materials such as foundations, wells, septic, holding tanks, utilities, hazardous materials, or any other items of which no evidence can be found on the surface by a reasonable inspection. • AECOM and their subcontractor will be provided access to all areas of the property during normal business hours, and there will be no delays in obtaining access. One mobilization to the property to conduct the soil borings is included in the proposed cost. If an additional mobilization is required, there may be an additional cost. • This proposal is valid for 30 days. • All samples taken for tests will be retained for at least 60 days after the submittal of the geotechnical report prior to disposal. Terms and Conditions Services described in this proposal will be performed on a time-and-expense/unit-cost basis. The project services will be performed in accordance with the 2015 Negotiated Fee Schedule and the April 2009 Negotiated Terms and Conditions between AECOM and the City of Oshkosh, which are expressly incorporated into, and are an integral part of, our contract for professional services.
