Subject: Proposal for Completion of 2015 Leak Detection Services in Oshkosh, Wisconsin

Dear Mr. Genz,
AECOM is pleased to submit this proposal to the City of Oshkosh (City) to conduct a Leak Detection
Survey on approximately 100 miles of water main in the City of Oshkosh's water distribution system
in 2015. The proposed services represent the second phase of investigation activities to be
completed on the City of Oshkosh Municipal Water Supply which consists of approximately 100
miles of water main piping. Historically the City has completed the total comprehensive City wide
leak detection survey over a three (3) year period (i.e. 100. miles per year). This proposal has been
prepared based the second phase of those services and is intended for the area bound by Oregon
and Jackson Street to the east, Interstate 41 to the west, Oshkosh Avenue to the north, and 2pin
Avenue to the south to be completed in 2015. The purpose of the annual surveys is to identify
specific points of leakage such that system rehabilitation can be undertaken and lost water reduced.
The following discusses the scope of services to be completed, schedule, information/assistance
required from the City, and fees associated with the proposed services.
Scoae of Services
Services to be provided for the Project are as follows:
• Meet with City to review existing water distribution systems maps, pertinent water system
reports, and the schedule for conducting the leak detection field services.
• Conduct a leak detection and location survey with sonic detection and computer correlation
equipment on approximately 100 miles of the water distribution system. Physical contact will
be made with the system at exposed valves and fire hydrants. After the initial sonic leak
survey of a portion of the system is completed, indications of leaks will be verified a second
time, after which leaks will be located with a computer programmed leak correlator designed
to pinpoint leak locations without drill holes or excavations. Where leakage into a storm or
sanitary sewer is suspected, a visual examination of the appropriate sewer wili be conducted.
All equipment used will be non-intrusive. Valves and hydrants will not normally require
operation during the survey and pinpointing operations. This survey will be conducted

primarily during normal working hours, with additional leak detection being conducted during
late evening and/or early morning hours in areas of high traffic volume.
• Prepare an inventory of defective system components such as valves, hydrants, meters, and
curb stops, which are noted in the course of carrying out field activities.
• AECOM will furnish a fully equipped vehicle, including all sonic leak detection equipment,
tools, and safety equipment for the duration of the project. Our Fluid Conservation System
computer leak correlators will be utilized to pinpoint leaks.
• Prepare a final report and submit five (5) copies of the report showing the results of the
investigations. The report shall include a summary of the project and a list of leakage located
by type, location, and estimated quantity of leakage. The final report will contain
recommendations for future work based on the results of this survey.
Schedule
Leak Detection Phase: 4-5 weeks
Yearly Final Report: 2-4 weeks after field work
Citv Responsibilities
The City, at its expense, shall do the following in a timely manner so as not to delay the Services.
1. Furnish AECOM the following information/reports/assistance, all of which AECOM may refy
upon without independent verification in performing the Services.
• All available street maps and water distribution system maps.
• One (1) experienced person with a good working knowledge of the water
distribution system to assist on a part-time basis in field activities such as location
of system components.
• Access to valves and curb stops by uncovering and cleaning valves and curb
boxes, where required, prior to initiation of field activities.
2. The City of Oshkosh agrees to hold harmless and indemnify AECOM against any liability arising
out of the items above for which the City is responsible.
3. Designate a representative for the Project who shall have the authority to transmit instructions,
receive information, interpret and define ClienYs policies, and make decisions with respect to
the Services.
Fees
AECOM propose to perform the above described scope of work on a lump sum bases for a fee of
$19,750.00. Please note lump sum fee will be adjusted if segment length is reduced or increased.
A breakdown of our fee is as follows:

Terms and Conditions
Services described in this proposal will be performed on a time-and-expense/unit-cost basis. The
project services will be performed in accordance with the 2015 Negotiated Fee Schedule and the
April 2009 Negotiated Terms and Conditions between AECOM and the City of Oshkosh, which are
expressly incorporated into, and are an integral part of, our contract for professional services.
Please indicate your acceptance of this proposal by having an authorized individual of the City
execute the attached Authorization Form and return it to our Oshkosh office. If you have any
questions regarding the proposed scope of services and corresponding costs, please contact us at
your convenience.

ARTICLE 5 PAYMENTS
§ 5.1 PROGRESS PAYMENTS
§ 5.1.1 Based uponApplications for Payment submitted to the Architect by the Supplier and Certificates for
Payment issucd by the Architect, the Owner shall make progress payments on account of the Contract 3um to the
Supplier as pro��ided below and elsewhere in the Contract Documents.
§ 5.1.2 Thc period covered by each Application for Payment shall be one calendar month ending on the last day of
the month, or as foltows: �

§ 5.1.3 Provided that an Application for Payment is received by the Architect not later than the twenty-fifth (25�')
day of a month, the Owner shall make payment of the certified amount to the Supplier not later than the last day of

above, payment shall be made by the Owner not later than forty five (45) days after the Architect receives the
Application for Payment.

used as a basis for reviewing the Supplier's Applications for Payment.
