S. Department of Housing and Urban Development in your jurisdiction. Pursuant to Section 213(a) of the Housing and Community Development Act of 1974, your unit of government has the opportunity to object to our approval of any application if the proposal is inconsistent with your local housing assistance plan as approved by HUD for your jurisdiction. You are required to submit any objection based on such grounds no later than 30 days after the date on which you receive this letter. However, since time is of the essence, we ask that if you do not intend to object, you so notify us at once so that we can expedite the completion of our review. This Department has been asked to enter into a Section 8 contract pursuant to 24 CFR 886, Subpart A, Section 8 Housing Assistance Payments Program--Additional Assistance Program for Projects under flUD-Insured and HUD-Held Mortgages, with Mr. Richard V. Lichtwald, Registered Homes, Inc., owner of the subject project. Since the law requires that PHA's be given an opportunity to participate in the Section 8 existing housing program, we are notifying you of this request. The decision to participate or not is at your sole discretion. Should you decide to participate, the PHA will be expected to re- view any proposed evictions in the aforementioned project, and to authorize the eviction, unless you find the grounds to be in- sufficient under the lease. Based upon the costs of comparable services provided by private industry, each such action will entitle the PHA to a fee of $10. We request that you indicate your decision to participate in the Section 8 contract at once. Our experience was that upcn posting a notice of aprlication far a rental increase on May 25th, we received sev��z�al notice`s of in�er.t to vacute. When approva�. was given to increuse re�zt and tenants were notified that as of August 1st these new� levels wi]_1 apply, mar�y otl-�ers also gave notice. This tnen has conti.nued to date witki 5 more notic�s re- ceived for months end and 2 mor.e notices effective October 31, 1.977 now in•our possession. Our impression of the events of the past year and i.n particul.ar the last three months is that turnovers and vacancy's have been much too high to operate tl-ie project properly. Too rnuch money and time is spent in r�renting and recoridit�oning vacant aprtr:ients and not enough spent on providing services to those rood tc�nani:s that do rema.in. In 1973 when we {irst rented up Cumberland Court a 2 bedroom urzit re?ited for $147.00 per. month. They now rent for $176.00 per month. a pr_ice whi_r.r all things considered is not far below tlie comparable units in canventional apa-rtment.. sites in this area. Therefore if �ae would be granted Section 8 assisi_ance our competitive position would become decidely better. Lower rent to each individual tenant would not only hel� us with our ctzrrent vacancy problems but would 'xeep bath v��canc� `s and turnovers at a mi.nimLUn in the long run. The approval of our recent reilt inci:ease to $176.00 for 2 bed.room units and ;;1g7.00 far a 3 bedr.00m will wlien all current leases are adjusted to these 1�vels develo�ae a potential gross rent rnonthly collection at 100� occupancy of $13,176.
