The Common Council hereby declares its intention to exercise its power under Section 66.60 of the Wisconsin Statutes to levy special assessments upon property within the following described areas for benefits conferred upon such property by improving the following named streets, said public improvement to include the following: CONCRETE PAVING MURDOCK AVENUE - from Algonta Blvd. to Jackson Street JACKSON STREET - from 100' north ot Murdock Avenue to Hobbs Avenue 2. Said improvements shall consist of concrete paving as des- cribed above and appurtenant wark with concrete curb and gutter on both sides of the street at a grade heretofore established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb line of each lot fronting on the said streets and to keep an accurate account of the expense incurred in front of each lot and report the same to the Comptroller who shall cause the amount charged to each lot to be entered on the tax roll as a special tax against said road, provided, however, that the Board of Public Works shall not cause such laterals to be so laid for any particular lot, or parcel where, in the opinion of the Board of Public Works, it would be impractical to do so. 4. The total amount assessed against such district shall not exceed the total cost of the improvements and the amount assessed against any parcel shall not be greater than the benefits accrued thereto from said ianprovements. 5. The assessments against any parcel may be paid according to the provisions of Section 25-83 thru 25-89 of the Oshkosh Municipal Code. 6. The Board of Public Works is directed to prepare a report consisting of : (a) Final plans and specifications for said improvements. (b) An estimate of the entire cost of the improvements and laterals. (c) An estimate as to each parcel of property within the assess- ment district of: - �- .� .�; . (3) The net amount of benefits over damages over.benefits for each improvement. for each taken or damages or ot damages Upon comp].etion of such report, the Board of Public Works is directed to file a copy thereof in the City Clerk's Office for public inspection. • 7. Upon receiving the report of the Board of Public Works, the City Clerk is directed to give notice of a public hearing on such reports as specified i.n Section 66.60 {�) of the Wisconsin Statut�s. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60 (7) of the Wisconsin Statutes. 8. The Wisconszn Public Service Corporation of Oshkosh, Wisconsin, is hereby required to install gas riains in said street and service laterals at such intervals as the Board of Public Works shall direct, said cvork to be completed prior to the improvement of the said street, the City Clerk shall foxward a certified copy of this resolution to said corporation forthwith. 9. The Board of Public Works and the proper city officials sha1Z do all things necessary so as to complete the installation of storrt sewers in said street prior to the improvements thereof, if necessary. 10.
