HomeMy WebLinkAbout11. 15-444OCTOBER 13, 2015 15-444 RESOLUTION (CARRIED___6-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PROFESSIONAL SERVICE AGREEMENT WITH AECOM TO PREPARE CONSTRUCTION DRAWINGS AND ENVIRONMENTAL OVERSIGHT FOR JELD-WEN RIVERWALK OREGON STREET TO BOATWORKS PROPERTY ($296,550.00) INITIATED BY: COMMUNITY DEVELOPMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with AECOM to prepare construction drawings and environmental oversight for Jeld-Wen Riverwalk Oregon Street to Boatworks property in the amount of $296,550.00. Acct No. 534-1040-7216-07512 TIF #20 South Shore Redevelopment Land Improvement ($98,850) Acct No. 536-1040-7216-07512 TIF #21 Fox River – Land Improvement ($197,700) O OJHKOlH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: October 8, 2015 SUBJECT: Approve Professional Service Agreement with AECOM to Prepare Construction Drawings and Environmental Oversight for Jeld-Wen Riverwalk Oregon Street to Boatworks Property ($296,550) Background The Community Development Department requested a final design and construction services contract from AECOM for the construction of the riverwalk along the Fox River from Oregon Street west to Boatworks, for construction in 2016 and 2017. The attached map identifies the sections of Jeld-Wen Phase 2 and Phase 3 for this section of riverwalk. The City has obtained the necessary construction permits and the land owner has granted the easement. The proposed scope of the services is related to the final engineering, bidding and construction observation and documentation of the contractor's work on the riverwalk. Analysis The proposed fees are based on an hourly contract, not to exceed $296,550. Specific elements of the services to be performed for the project west of Oregon Street are: • Final Construction drawings and Plan Specifications • Contractor Bidding and Award • Construction survey stake out • Construction observation/documentation • Civil/Structural engineering as needed • Environmental/geotechnical engineering as needed • Grant reporting/documentation as needed. It is anticipated that the construction would begin in 2016 and continue into 2017, depending on City and grant funding. Fiscal Impact The cost of these professional services is included in the project listed in the 2015 Capital Improvement Plan. City funding will come from TID #20 and TID #21. In addition, any unspent WisDNR funds already granted to the City for the project east of Oregon will be applied to the riverwalk west of Oregon, with WisDNR approval. Recommendation The City Council approves the proposed contract with AECOM for $296,550.
