PURPOSE: AWARD BID FOR PAINTING OF THE APPARATUS BAYS AND
DOORS FOR FIRE DEPARTMENT STATIONS 17, 18 & 19 TO NJC
PAINTING, INC. ($32,439.29)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for painting of the
apparatus bays and doors for the Fire Department Stations 17, 18, and 19; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:
NJC PAINTING, INC.

Total Bid: $32,439.29
WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid
and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Bid Award- Painting of the Apparatus Bays and Doors of Fire Department
Stations 17, 18 & 19
BACKGROUND
The Common Council allocated $21,000 in the 2015 CIP Budget for the painting of apparatus bay
and doors of Stations 17, 18 & 19 of the Fire Department. These fire stations were built in 1997,
1998 and 1999 respectfully. Even with the installation of exhaust capturing equipment the
interior bays and doors have faded and become stained over time from diesel soot and fumes.
They are in great need of being repainted. The bid specifications called for the bays and doors of
all three stations (8 overhead doors and three bays) to be cleaned, primed and repainted.
ANALYSIS
Working in conjunction with the Fire Department staff, Purchasing reviewed and prepared bid
specifications seeking vendors for this scope of work. The bid was advertised in the local paper.
Bids were due on September 15, 2015. The bid tab is attached. Purchasing and Fire Department
staff reviewed the sole bid received and concluded NJC Painting Inc. met the minimum bid
specifications.
FISCAL IMPACT
The total fiscal impact of the painting is $32,439.29. The 2015 CIP amount allocated to this
project ($21,000) will be charged to A/N #: 323-0230-6401-06511. The balance ($11,439.29)
will be charged to the Fire Department Operating Budget A/N#: 100-0230-6426-00000. There
are sufficienf funds within the budget to cover this overage.
RECOMMENDATION
Purchasing recommends
$32,439.29.
