LaFONTAINE Purchasing Agent SUBJECT: AWARDING BIDS ON REMOVAL OF TREES TO SCHUH TREE COI�PANY, KAUKAUNA, WI I recommend that no awards be given to Schuh Tree Company because of failure to complete a previous contract with the City of Oshkosh. At the time of the bid opening, Wednesday, March 8, 1978, Mr. Schuh had promised, verbally, to Boyd Kraemer and myself to complete his contract by Saturday, March 11, 1978. As of Monday, March 13, Boyd Kraemer had one of h1s forestry personnel check the locations to see if Schuh had completed his contra�ted work and found that the trees are still there. Therefore, I recommend that Schuh Tree Company be removed from our vendor list for tree removals and no awards be given them on the present bid package. This particular company was awarded a contract last spring for the removal of certain trees. They did not perfarm the work within the written dates as quoted on the specifications. After various phone calls from Orville Gartman and a personal visit from Mr. Schuh himself to my office, he assured me that they would perform the work. We subsequently issued P. 0. #4705 for the removal of certain trees. This order was written on November 22, 1977. In late December and early January, various phone calls were made and we were assured that the work would be completed within a few weeks time. Today, February 24, 1978, we tried to reach this company and were informed that their phone number was no longer assigned. I have had to give repeated apologies and excuses to the private citizens on whose property the trees are located for the inaction of this contractor. I feel eleven months is adequate time for a vendor to remove three trees. Be- cause of these circumstances I am requesting that the City remove this com- pany's name from the bidders list and award no further contracts in the future. Please review and submit your written comments in this regard.
