(AECOM) regarding the above- referenced project. AECOM is pleased to submit our proposal for subsurface exploration and geotechnical engineering services. Included in our proposal is a discussion of our understanding of the proposed project, our proposed scope of services, and estimated fee for our services. We look forward to working with the City of Oshkosh on this project. Proiect Description It is our understanding that the City of Oshkosh is planning the redevelopment of a vacant lot located near the intersection of Grove Street and Cleveland Avenue. The vacant lot is approximately 1.2 acres, relatively level, and grass covered. For the redevelopment, the City of Oshkosh is preparing the site to construct a new building along with a parking lot. For the geotechnical investigation of the site, a total of three (3) soil borings are being proposed within the limits of the vacant lot. At the time this proposal was written, design drawings and estimated structure loads were not available. Scope of Services Field Exploration The subsurFace exploration will consist of drilling three (3) soil borings. AECOM's subcontractor will perform the drilling and sampling services. The borings will be advanced to 20 feet below existing grade. The borings will be field located by AECOM and will to cover the vacant lot area. A Phase 1 Environmental Site Assessment (ESA) submitted in March of 2015 indicated that the site has had a history of development dating back to the early 1900's. Based on ESA, it is our understanding that past foundations have been left in place at the site. If any obstruction is encountered during drilling, AECOM will have the boring offset accordingly. This document includes proprietary data that shall not be duplicated, used or disclosed outside of City of Oshkosh for any purpose other than to evaluate this document. This restriction does not the City of Oshkosh's right to use information contained in this document if it is obtained from another source without restriction. AECOM Geotechnical Services for Vacant Lot East of Grove Street City of Oshkosh, Oshkosh, WI AECOM's drilling subcontracted drill crew will contact and coordinate field markings of public utilities with Digger's Hotline. Digger's hotline will be contacted a minimum of three working days prior to mobilization to the site. Any private utilities that may exist at the site will be located coordination through the City of Oshkosh. AECOM and its subcontractor are not responsible for damage to any unmarked or mismarked utilities. The subcontractor will mobilize a truck mounted drill rig to the site to conduct the soil borings. Soil samples will be collected with a split spoon sampler as part of the Standard Penetration Test (SPT) performed in general accordance with ASTM D-1586. This test will determine the "N-Value" (blows/foot), relative density, and consistency of the soils. Samples will be collected in 2.5-foot intervals in the upper 10 feet of the subsurface and at 5-foot intervals below 10 and until the boring termination depth. The drill crew will document the in-situ soil conditions and presence of groundwater if encountered. Laboratorv Testinq Samples will be returned to our Oshkosh, Wisconsin laboratory where they will be classified by a geotechnical engineer. Limited soil index testing will be perFormed where applicable. We anticipate the soils encountered will generaily consist of fill material underlain by fine-grained cohesive soils. Moisture contents and calibrated penetrometer tests will be performed on representative soil samples were applicable. Geotechnical Enqineerinq Report AECOM will prepare formal soil boring logs presenting the results of our field and laboratory testing program. Based on the results of our testing, AECOM will perform a preliminary engineering analysis and provide recommendations for site preparation and foundation design, along with construction considerations for the proposed redevelopment of the vacant lot. We will summarize the results of our field testing, laboratory testing, and engineering analysis in a formal engineering report. Fees We propose to complete the work on a time and materials basis for an estimated fee of $5,950. The time and materials fee will be effective if this proposal is accepted by the City of Oshkosh within 60 days of the date of this proposal. Our services will be invoiced upon completion of the formal geotechnical engineering report. The breakdown of our fee is as follows: Drilling and Sampling $2,250.00 Laboratory Testing $350.00 Engineering Analysis and Report 3 350.00 TOTAL $5,950 Schedule AECOM will schedule the field work previously described within upon authorization of this work. The geotechnical letter including boring logs will be submitted within 10 to 15 working days after completion of the field work, barring delays due to circumstances beyond AECOM's reasonable control. These assumptions are: 3 • AECOM takes no responsibility for any underground structures or buried materials such as foundations, welis, septic, holding tanks, utilities, hazardous materials, or any other items of which no evidence can be found on the surface by a reasonable inspection. • AECOM and their subcontractor will be provided access to all areas of the property during normal business hours, and there will be no delays in obtaining access. One mobilization to the property to conduct the soil borings is included in the proposed cost. If an additional mobilization is required, there may be an additional cost. • The final report will be provided to the City of Oshkosh as an electric (PDF) document, unless otherwise requested. • All samples taken for tests wiil be retained for at least 60 days after the submittal of the geotechnical report prior to disposal. Terms and Conditions Services described in this proposal will be perFormed on a time-and-expense/unit-cost basis. The project services will be performed in accordance with the 2015 Negotiated Fee Schedule and the April 2009 Negotiated Terms and Conditions between AECOM and the City of Oshkosh, which are expressly incorporated into, and are an integral part of, our contract for professional services.
