SUBJECT: LIQUOR LICENS� APPLICATION--RI7A ACKLEY aka RiTJ� SCHLAEGER (Red Carpet Lounge, 106 N. Main Street, Oshkosh) The license application in question is for the place of business known as the Red Carpet Lounge, 106 No Main Street. (Leonard Wright is the current license holder. ) I wish to inform you as members of the Common Councii why i oppose Rita Ackley being issued a license to operate this ptace of business. Leonard Wright, the present license holder, upon being interviewed prior to being issued the iicense, was asked who ��as going to run the place and he stated that he was. It was learned several months after the license was issued that when he applied, he had no intention of running the place but that he had taken out the license on behalf of Roger Schlaeger and Rita Ackley� Since the license has been under the control af Leonard Wright, seven incident complaints have been placed on file either originating from the Red Carpet or in reference to it and on only one occasion was Leonard Wright's name mentioned. This centered around an argument between Schaleger and Wright at which time Wright took his license from the premises but returned same within a short period of time. One of the complaints received refers to Rita Ackley allegedly soliciting drinks in the place af business. Still other complaints originated by the Police refer to two occasions, one on January 17, 1978 and the second on February 22, 1978 cautioning them about the violations of closing hours. On February 23, 1g78 at 2:11 a.me, the beat officer again found a violation of the closing hours and issued a summons to Roger Schlaeger far same. I do not feel that it is in the best interests of the community to issue a license to this applicanfi. NOTE: Rita Ackley was interviewed in my office at 11:00 a.m. on March 13, 1978 by myself and the Deputy Chief of Police, Robert Foote. On March 14, 1g78 at g:30 p.m., this office received a complaint of alleged "B" girl solicitation at the Red Carpet Lounge. Several pictures from our bartender files were shown to the complainant and he picked out a picture of GI GI (Mary Lou Lee) as the person in question.
