I have had a prior commitment for some time to speak at the Winnebago County Nutrition for Elderly volunteer recognition dinner. Following the dinner, I hope to be able to stop by the Council meeting for a while. I have had the opportunity in the past to meet with the Westhaven Association and have met with officials from the Department of Local Affairs and Development. DLAD for the State of Wisconsin has recommended against the proposed south- west industrial park annexation in its present shape. I would hope that the City Council would issue a response to DLAD to allay some of their concerns and state areas they will be responsible to the residents of that area. Although DLAD cannot stop the annexation, I would hope that the Council would alleviate some of the State's and local residents' concerns by being responsive to them. City of Oshkosh, Winnebago County DETERMINATION OF THE PUBLIC INTEREST On March 17, 1978, there was received at the Department of Local Affairs and Develop- ment a description and scale map of certain lands in the Town of Algoma proposed to be annexed to the City of Oshkosh in Winnebago County, Wisconsin. This material was submitted to the Department, pursuant to s. 66.021 (12), Wis. Stats., by the City of Oshkosh. Section 66.021 (11), Wis. Stats., provides that the annexation of lands to cities and villages within a county having a population of 50,000 or more be reviewed by the D epartment in order to determine if the proposed annexation is against the public interest. For purposes of this review, public interest is determined by the D epartment after consideration of the following: l. Whether governmental services, including zoning, to be supplied to the territory could clearly be better supplied by tlie town or by some other village or city whose boundaries are contiguous to the territory proposed for annexation which files with the circuit court a certif ied copy of a resolution adopted by a two-thirds vote of the elected members of the governing body indicating a willingness to annex the territory upon receiving an otherwise valid petition for the annexation of the territory. 2. The shape of the proposed annexation and the homogeneity of the territory with the annexing village or city and any other contiguous village or city. Having considered the above factors, the Department finds as follows: 1.
