47HEREAS, the Urban Mass Transpo�tation Act of IG6� was amendec�
on November 26, 1974 to provide financial assis�anc� for canital
improvements, including the acgui.si.ti.on of neVa t�-ansz.t� equit7rnent; ar�d
P7H�REAS, the Secretary of Trans�.�ortati�or� is aut�ha�iz�d ta make
grants for mas� transportation projects; and �
T�IHEREAS, the Cit� of �shkosh desir�s to �k��aar; a fiederal gxant
to aid in the acquisit�on of new �ransi.�. veh�.cles ar�d related
equipment; and
WiiEREAS, the contract for financial assistance �ai�l. impase
certain obligations upon the applicant, s.ncluc�ing the pr_ovision
by it of the local share of project costs; and
�•THEREAS, it is required by the �t7. S. Department� af Transportat�on
in accord with the provisions of Title VI� af the Ci��i.l. Riqhts Act
of 1964, that in connection with the filing of an application for
assistance under �he Urban i�ass Tra.nsportation Act of 1964, As
Amended, the applicant give an assurance that it will comply with
TitZ� i7I �f �2:� CiZil R�gnis Act af 1964 ans3 the U.S. Dep�rt*ne*_zt of
Transportation requirements thereur_der; and
WFiEREAS, it is the goal of the Applicant that minority
business enterprises be utilized to the fullest extent possible in
connection with th�s project and that definitive procedures should
be established and administered to ir.surs that minoritv businesses
sha11 have the maximum feasible o�portunity to compete for
contrac�s when procurring constructi.on contracts, supplies,
equipment contracts, or consultant and other services; and
WHEREAS, a public hearing on the application has been set
and was held at 7:00 p.m. in the Council Chambers af the C.�ty Hall,
Oshkosh, S�Jisconsin, on the seventh day of September, 1978;
NOW, THEREFORE, BE IT P.ESOLVED by the Comrnon Council of the
City of Oshkosh that the City Manarer�is authorized anti directed
to submit an application and execute contracts for the acquisition
of 14 new lift-equipped transit vehicles, related ecruipment, and

renovation of a bus garage and maintenance facility for the
Oshkosh Transit System; to provide an assurance or any other
document required by the U.S. Department of Transportation
effectuating the purposes of Title VI of the Civil Rights Act
of I964; and to furnish such additional information as the

with the app�.ication as authorized by the regulations of the
Urban Mass Transportation Administrat�.on.
