FOR WASTEWATER PRETREATMENT PROGRAM UPDATE ($103,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with CH2M HILL Engineers, Inc. for reviewing and updating the pretreatment program to reflect current conditions and requirements, developing a detailed fats, oils, and grease management program, and recommending updates to the Chapter 24 Sewer Use ordinance of the municipal code in the amount of one hundred three thousand dollars ($103,000.00) Acct. Brand, Public Works Utility Bureau Manager3MB� DATE: September 17, 2015 RE: Engineering Services Agreement for Wastewater Pretreatment Program Update/ CH2M HILL Engineers, Inc. (CH2M HILL) ($103,000) BACKGROUND The Wastewater Utility is required as part of the Wisconsin Pollutant Discharge Elimination System (WPDES) program to have an Industrial Pretreatment Program that meets the requirements set forth by the Environmental Protection Agency (EPA), which has been adopted by the Wisconsin Department of Natural Resources (WDNR). This program monitors and sets limits for discharge from commercial and industrial sources to the Wastewater Treatment Plant. This is done to ensure the plant can meet its discharge limits under the WPDES permit program. The limits are set by sampling areas of the wastewater collection system to gather background concentrations, evaluating commercial and industrial contributors, and determining the total allowable discharge that the treatment plant can process and still meet required limits. Based on this information, local limits are calculated which are used in the Pretreatment Program permitting process for commercial and industrial dischargers, as required by the EPA and WDNR regulations. ANALYSIS The City's Pretreatment Program, including the calculation of local limits, was originally implemented in 1992. Changes have occurred in the mix of industrial and commercial facilities operating in the City. WPDES permit requirements have also changed, creating the need to update the program and calculate new local limits. CH2M HILL has provided a proposal to provide these services. Their services will include reviewing and updating the pretreatment program to reflect current conditions and requirements; developing a detailed Fats, Oils, and Grease Management Program; and recommending updates to the Chapter 24 Sewer Use Ordinance of the Municipal Code. CH2M HILL is familiar with the wastewater system and has provided engineering services for treatment plant upgrades and collection system's CMOM and SECAP programs. Their familiarity with the Wastewater Utility will assist them in providing efficient and effective services for updating the Pretreatment Program. FISCAL IMPACT The cost of these services is $103,000. $110,000 is available in the 2015 Wastewater Utility operating budget for these activities. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal sealed quotes. I have reviewed the CH2M HILL proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this engineering services agreement.
