Dear Mr. Ravy:
In 1974, your property at 2346 Vinland was annexed to the City af Oshkosh. A
check of city r�cords show that thia property has not beeA connected to the
public sewer,
State of Wisconsin and Municipal Law requires habitable buildings to connect to
public ses�er when it i� available. At the preeent time, laws do not require
connect3ng to public water supply when an adequate pressuri�ed potable well
supply is serving the building.
The City is requirin� a11 properties that came into the City in the 1974 Is2�nd
Annexatioa and with public sewer av�ilable to connect to the public sewer before
Septe�aber 1, 1980. Your property at 2346 Vinland is included in this raquirement.
The public utilities were installed under Citq Coutract 76-16 and assessment of
$720.00 hae been ct►arg�d against your property for utility improvsmeats. This
assessment c,Till have to be paid to the City Clerk before connecting to public
utilities. Call Mr. Marks, City Clerk for fu�thEr information on pay�ent of
assessisent�.
I recommend that you also install a water service pipe at this time. The water
service pipe would aot b� required to bc used. If at a future ti�ne qou wanted
to connect to public water, another trench will not have to be dug. The trenching
is a costlq part of the installation. Sever service aad water service may be
', installed in the same trench if couditions are right. If you choose not to
connect to public water supply, a water meter ia required on well suppiy. A
pollution charge would be �ade for use of the public owned treata�ent work.s.
i Faucets furnishing water for use outside of the building may be taken off ahead
of the well supply meters and then pollution char�ea Wouldn't be charged for
water used for la�ras, gardeAS and so on.
I also recommend that you have your plumber inspect your present plumbing system.
Inepection would deterr�ine if your present plumbing system is adequateiq in�talled
to prot�ct occupant� from health hazards. Public sewer maias contain manq s�wer
gases that are nvrtaally not in a s�ptic systern. These gases can be very toxic
and explosive. Any part of your existing plumbing system that ien't in code
compliance and by reason of non-compliance tends to create a health hazard would
h�ve to b� repaired, renovated, replaced or removed before conaecting to the
�jpublic s�wer.
