Dear Mr. Luebk�:
In 1974. your property at 2251 Vinland was annexed to the City of Qshkosh.
A check of city recards ehow that this property has not been connected to
the public se�er.
State of Wisconain and Muaicipal Law requires habitable buildings to connect to
publlc sewer when it is available. At the present time, laws do not require
coanectin$ to public water suppl.y when an adequate pressurized potable well
supply is serving the building.
The City i� requiring all propertie� that came into the City in the 1974 Island
Annexation and xith public aewer available to connect to the public sewer before
September 1, 1980. Your property at 2251 Vinlaad Street is included in this
requirement. The public utilities w�sre installed under City Contract 74-16,
72-13, 74-16 and assesacuent of $2,948.30 has been charged againat qour property
far utility isaprovements. This assesament will h�ve to be paid to the City Clerk
before cannecting to gublic utiZities. Call Kr. P�Iaarks, City Clerk for further
inforcaation on payment of assessments.
I recomm�ud that you also install a water service pipe at this ti�e. The water
service pipe would not be requlred to be used. If at a future time you wanted
to conaect to public water, another trench will not have to t�e dug. The trenching
is a costly part of the installation. Sewer service and water service may be
installed in the same trench if conditions are right. If you choose not to
coanect to public water supply, a water �neter is required on well supply. A
pollution charge �oould be made for use of the public owned treatment works.
Faucets furaishing water for use out�ide of the bullding may be taken off ahead
of the well supply meters and then po2l.ution charges wouldn't be charged for
water used for lawns, gardene and so on.

I also rec�mend that you have your plumber inspect your present plumbing system.
Inspection Would determine if your present plu�►bing system is adequately iastalled
to protect occupants from health hazards. Publie sewer mein� contain many sewer
gases that are normally not in a septic aystes. These gases can be very toxic
and explosive. Any part of your exfsting plu�bing system that isn't in code
compllance and by reason of non—compliance tends to create a health haaard
would have to be repsired, renovated� replaced or re�oved before connecting to �
the public sewer. (
