Stelzner 221b Vinland Oahkosh, WI 54901 Dear Mr. Stelzner: In 1974, your property at 2218 Vinland was annexed to the City of Oshkosh. A check of city records show that this property has not been cannected to the publie sewer. State of Wisconsin and Municipal Law requires habitable buildings to connect to public sewer �ahen it is available. At th� preaent time, laws do not require connecting to public water $upply when an adequaEe pressuria¢d potable well supply is serving the building. The City is requiring all properties that came into the City in the 1974 Island Annexetion and with public :►ewer avaiiable to connect to the public sewer before Septemher 1, 1980. Your property at 22I$ Vinland ia included in this requirement. The public utilities were installed under City Contract 72-13 and asaessment of $89�.00 has been charged against your property for utility isnprove- �ents. This assessment will have to be p�id to the City Clerk before connecting to public utilitiea. Call Mr. Marks, City Clerk for further infor�ation on payuient af asseasments. I recommend that you also install a water service pipe at this time. The water service pipe would not be required to be us�d. If at a future time qou wanted to connect to public water. another trench will not have to be dug. The trenching is a coatly part of the installatlon. Sawer service and water setwice msy be installed in the saine trench if conditions are right. If you ehoose not to connect to public w�ter supply, a water meter is required on well supply. A pollution charge would be made for use of the public owned treat�aent works. Faucets furni�hing water for use outside of the building may be taken off ahead o� the well supply raeters and then pollution charge8 wouldn't be charped for water used for lawns, gardens and so on. ^ June 17, 19$0 Page 2 I al�o recommend that you have your plu;nber inspeet your �resent plumbing system. Inspecti�n would deter�ine if your present plu�bing syste�a is adequately installed to protect occupants from health hazards. Publi.c sewer snains contain many sewer gasea that are nozmally nat in a septic system. These gases can be very toxic and explosive. Any part of your existing plumbing system that isn't in code compliance and by resson of non-compliance tends to create a health hazard weuld hav� to be repaired, renovated. replaced or removed before conne�ting ta the public sewer.
