ller iir. Stelzner:
In 1974, your property at 2216 Vinland wae sanexed to the C2ty of Oshkosh. A
check of city records show that this property hes not beeA eonaected to the
public ster. _
State of Wisconsin and Municipal Lsw requires habitable buildins to connect to
public sewer when it is available. At the present tie, lawa do not require
connectin$ to public water supply when an adequate pressurized potable well
supply is serving the building.
The City is requiring all properties that came nto the City in the 1974 Island
Annexatioa and sith public sewer available to conneet to the public ewer
before September 1, 1980. Your propertq at 22I6 Vinland is included in this
requirement. The public utilitie w+ere installed under City Gontract ia 1973
and 72-13 nd assesscct of $g7.U0 has been charged against your property for
utility improveente. This assesameut will have to be paid to the City Clezk
before connecting ta puhlic utilities. Call Mr. "Sarks, City Clerk for further
information on gayment of aasessments.
I recommend that you also install a water ervice pip at this time. The water
servlce pipe crould not be required to be used. Lf at a future tine you wanted
to connct to public watr, anothex trench itill not have to be du$. The trenching
i a costlq part of the installation. Sewer srvice and water aervice may be
inetalled in the same trnch if coaditioas are right. If you choose not ta
connect to public water supply, a water raeter is required on well supply. A
pollution chgrge would be mad for use of Lhe public owaed tratment works.
Faucets furnishing water for uee outside of the buildiag may be taken off head
of the well supply meters and then pollution chares wouldn*t be charged for
water ugd for lawns, gardeas and so nn.

I also recommend that you heve your gluber inspect your present plumbing systea.
Inspection wruld deterine if your pr8sent plubing ystem is adequately installed
to protect occupants from health hards. I'ublic sewer mains contsin many eewer
gases that are normally not in a septic systesn. These gases caa be very toxic
aad expiosive, Any part af your existing plubin system that isn't in code
coupliance and by rason of aon-cQmpliance tends to ereate a health hazard rould
have to be repaired, renovated, replaced or removed before connecting to
the public sewer.
If you have any questions, call me et City Hall, 424-0383. 'Sy nornal office
