6n 8eptember 2ip 1978. i apened btds fot` Bo11er Feed Watr 'reatment for the
Wast b!aier 7reatment Piant. The presrt vender Dear'Fscrn Chemical Coe of West
Bend submitted btd of $3.87 Lo trea l,t?00 cailons af watr. 4lesterr Chemical
Co. of N. Kansas City, MQ submitted a btd of 82G ta treat 1,OOQ gallons of
water.
Becaus.e of the wid range ln prices. Tom honrad and t orciered approximately
$275.00 worth oF chemtcaTs from 1Jestern Chemicai Co. Duri'ng the period f Oct.
30 tht'u Nov. %, 19%$, Western Ghemical compourrds were appiied in the steam
generator feedwater. Th test revaled that the 1lqutd caustic and oxygen
scavenger requtremens exceeded te company`s estimates. The supply of liquid
caustic was exhausted befora the speciffed PN ieve! of 10.5 could be achieved.
Therefore, the actuaT cost of operatiorr would be 'Far greater than 82C per gallon
as originally bid by Western Chemicat.
In short, after spending a constderabte ar.►ount of time and money, tJestern Chemical
cannot meet the specTficattons at the proposed price of 82t per ga)lon. Tam
Konrad has figut'ed that over the iast year the cost to treat 1,000 gallons of
water would be around the price quoted by Dearborn Chemical Co. at approx. 53.87
a galto. 1 would recommend that we accept the Dearbborn bid based on the fact
that they curre►tly now suppTy thc cTty arith boiter treatment and they have a
good track recdrd in regards to service and their technical knvwledge at the
Waste Water Plant. .
1 would appreclatc your corrmetts on this matter'.
