($52,260.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for a walk-in cooler and freezer for the Convention Center; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: GARTMAN MECHANICAL SERVICES, INC. P.O. Box 2264 Oshkosh, WI 54903 Total Bid: $52,260.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. City staff reviewed these issues and confirmed this request for additional cooler/freezer capacity was warranted. Summit Designs Engineering was then engaged to research the feasibility and costs to install additional cooler/freezer capacity within the kitchen area. Working with Facilities Maintenance staff, the operator's head chef and kitchen/beverage director, Summit Designs prepared bid specifications for both a new cooler (approximately 8' X 8' with 4" insulated walls/roof) and a new freezer (approximately 8' x 6' with 4" insulated walls/roof& floor) to be installed within the Center's kitchen area. ANALYSIS Working in with Summit Designs, Purchasing then solicited bid specifications seeking vendors for this project. Bids were advertised in the local paper and sent to HVAC contractors. Bids were received on August 27, 2015. The bid tab is attached. From the bid review Purchasing and Summit Designs confirmed the low bid from Gartman Mechanical Services Inc. met all the minimum bid specifications for this project. FISCAL IMPACT The fiscal impact of the low bid for this project is $52,260. We are recommending surplus revenue from hotel/motel tax collections be used to fund this project. In 2015 an estimated $140,000 in hotel/motel tax payments revenue is expected to be collected. This project will be charged to A/N# 503-1040-1786-00000. RECOMMENDATION Purchasing recommends the Common Council award this bid to Gartman Mechanical Services Inc. for$52,260.
