PURPOSE: APPROVE ACCEPTING GRANT FROM WISCONSIN
HISTORICAL SOCIETY TO PREPARE NOMINATION
APPLICATION FOR THE WASHINGTON AVENUE NEO-
CLASSICAL HISTORIC DISTRICT ON THE STATE / NATIONAL
REGISTER OF HISTORIC PLACES ($5,000.00)
INITIATED BY: LANDMARKS COMMISSION
BE IT RESOLVED by the Common Council of the City of Oshkosh, that the City
hereby accepts said funds from the Wisconsin Historical Society and the proper officials
are hereby authorized and directed to execute any and all documents necessary for
purposes of same, and to carry out all actions necessary to implement the City’s
obligations under the terms of the grant agreement.

RE: Acceptance of National Park Service/Wisconsin Historical Society Historic
Preservation Fund (HPF) Certified Local Government (CLG) Subgrant Award
BACKGROUND
The Oshkosh Landmarks Commission applied for a Historic Preservation Fund Subgrant in
November, 2014 for the preparation of a State of Wisconsin and National Register of Historic
Places nomination of the Washington Avenue Neoclassical Historic District and has been
notified that we are eligible to receive a Wisconsin Historical Society 2015 Historic Preservation
Fund (HPF) Certified Local Government (CLG) Subgrant Award in the amount of$5,000.
Attached, please find a map depicting the proposed district.
ANALYSIS
The Washington Avenue Neoclassical Historic District consists of six commercial, public and
government buildings located in downtown Oshkosh along the north and south sides of
Washington Avenue between State and Court Streets. The buildings were constructed between
1900 and 1929 and the district as a whole represents the best concentration of Neoclassical
architecture in Oshkosh. Based on a 2006 Historic Resources Survey, all of these properties
could be contributing elements within the proposed historic district.
The proposed District meets Oshkosh's preservation goals and purposes by protecting, enhancing,
and perpetuating historic landmarks which represent and reflect distinctive and important
elements of the City's and State's architectural, cultural, social, economic, and political history;
fostering civic pride in the beauty and accomplishments of Oshkosh's past; protecting and
enhancing the City's attractiveness to residents, tourists, and visitors; and promoting the use of
historic landmarks for the culture, education, and general welfare of the people of and visitors to
the City of Oshkosh. This project addresses specific preservation needs in Oshkosh by
showcasing the only neoclassical thematic group in the city; will be the first district with a
grouping of public and government buildings; highlight examples of work done by prominent
local architects; and assist owners with the restoration and reuse of their historic buildings.
The City, upon Common Council acceptance of the Subgrant, will contract with a historic
preservation consultant with a scope of work to research and present completed documentation
on the Washington Avenue Neoclassical Historic District in a manner suitable to be considered
for eligibility for the State and National Registers at a cost not to exceed the amount of the
Subgrant.
FISCAL IMPACT
No city funds are proposed to be expended on this project; however the Planning Services
Division will provide staff resources and general office assistance. Additionally, if the
Washington Avenue Neoclassical Historic District is accepted by the State and National
Registers, the owners of contributing properties within the district will be eligible to participate
in federal and state income tax credit programs for rehabilitation efforts and the proposed district
itself could become eligible for future grant opportunities.
RECOMMENDATION
The Council accept the Wisconsin Historical Society 2015 Historic Preservation Fund (HPF)
Certified Local Government (CLG) Subgrant Award in the amount of$5,000.
