PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH AECOM
TECHNICAL SERVICES, INC. FOR DESIGN SERVICES FOR
SOUTH PARK AREA BASIN RETROFIT ($299,900.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services, Inc. for design services including topographic and bathymetric surveying,
wetland delineation and reporting, geotechnical investigation and reporting, storm water
modeling and design, historic bridge evaluation and rehabilitation, sediment sampling and
disposal assistance, structural analysis and design, preparation of construction
documents, preparation of construction permits, and project management and meeting
attendance related to the South Park Area Basin Retrofit in the amount of two hundred
ninety-nine thousand nine hundred dollars ($299,900.00)

RE: Engineering Services Agreement for Design Services for South Park Area Basin Retrofit / AECOM
Technical Services, Inc. (AECOM) ($299,900)
BACKGROUND
The Departments of Public Works and Parks requested a proposal from AECOM to provide design services
associated with the South Park Area Basin retrofit. The basins, or lagoons, in South Park provide a recreational
amenity within South Park, as well as providing a storm water management function. The basins have become
full of sediment which reduces the aesthetic amenity of the basins, and the banks have become severely eroded,
creating safety concerns. The Departments of Public Works and Parks are working together to develop a design
to reconstruct the basins. AECOM is utilizing Rettler Corporation as a sub-consultant to assist with design
features in coordination with the South Park Master Plan. Rettler Corporation completed the South Park Master
Plan in 2014, the Rainbow Park Master Plan in 2013, and the Comprehensive Outdoor Recreation Plan in 2011.
These design services will include, but are not limited to, topographic surveying, wetland delineation and
reporting, geotechnical investigation and reporting, storm water modeling and design, historic bridge evaluation
and rehabilitation, sediment sampling and disposal assistance, structural analysis and design, preparation of
construction documents, preparation of construction permits, and project management and meeting attendance.
ANALYSIS
AECOM was chosen due to their experience within the Stringham Watershed, and their experience in projects of
this type with the City. Rettler Corporation was chosen as a sub-consultant due to their experience with the South
Park Master Plan, and other park master plan documents. In order to have a reasonable estimate of construction
costs to include in the 2017 Capital Improvement Program, it is critical to begin design work now.
FISCAL IMPACT
The proposed fee is not to exceed $299,900. Funds for this project are included in the Storm Sewer section of
the 2014 Capital Improvement Program and the Park Improvements Section of the proposed 2016 Capital
Improvement Program. The money allocated in the Park Improvements Section of the proposed 2016 Capital
Improvement Program will not be spent until that program has been approved.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized
nature, including engineering services, may be procured without the use of formal, sealed quotes. I have
reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the
Common Council approve this agreement.
