Enclosed are copies of two letters which constitute an
insurance proposal from State Farm for the required liability
and property coverage for the Marian Manor complex. The
coverage provided meets all coverage requirements of the
Wisconsin Housing Finance Authority for the project.
As Marian Manor is actually City property, it was originally
planned that the insurance coverage would be provided as part of
the regular liability and property coverage the City carries on
it's other properties. However, because of the special activities
of the Housing Authority and the Oshkosh Senior Center this was
not possible and separate proposals were taken. The only company
that can meet these varied requirements is State Farm.
The Marian Manor insurance cost per Mr. Thompson's letter
of 11-20-78 is $4,537 per year. The Senior Center owned contents
can also be covered for an additional $1.19 per thousand. We
are recommending the Senior Center contents coverage at $10,000
for a cost of $11.90 per year. (The office policies mentioned
on page two of Thompson s letter of 11-20-78 are already in
effect and are not part of the Marian Manor coverage. The
premiums are paid out of the Oshkosh Housing Authority's Court
Tower budget.)
It is my recommendation that because of the aforementioned
circumstances formal bids be waived and the State Farm proposal
be accepted for the coverage described at an annual premium of
$4,548.90. This needs to be taken to the Council for approval
as the money for this insurance was budgeted as part of the
total insurance coverage for City property, account number 012-614.
The Housing Authority will then be billed for this �ost and will
reimburse the City.
This coverage must be in place by December 15, 1978 to pro-
vide protection upon occupancy of the complex. If you have any
questions concerning this matter, please call me.
