Many thanks for sending me a copy of the resolution
adopted by the Oshkosh Common Couneil in support of the
restoration of rail passenger service in your area.
Unfortunately, the chances of expanded Amtrak service
in the Fox River Valley are minimal unless the Wisconsin
State Constitution is amended to permit the state to
contribute to the operating costs of expanded service as
do all other states which have received such service.

Dear Mr. Marks:
Thank you for your letter and the copy of the
Resolution urging the restoration of rail passenger service
via Oshkosh adopted by the Common Council on April 19.
Amtrak's flexibility in the area of adding
service on new routes is somewhat limited by the proposals
of the Secretary of Transportation now under consideration
by the Congress.
In those proposals, the use of the present
Milwaukee Road route between Milwaukee and the Twin Cities
is contemplated, and no funds were recommended for pre-
paration of the alternate route.
We are aware of Congressional and local interest
in the alternate route, and our planning staff has been asked
to make a preliminary study o£ the operating and marketing
characteristics of the line via Oshkosh. Due to pressure
of work surrounding the restructuring proposals made by
the Department of Transportation, it will be June before
this study is completed.
